I have been playing eve for 7 or 8 weeks now and I have recently been using a rifter on 0.3 - 0.4 space hunting NPC's and just starting to get the feel for PVP. I also have a Thorax and Vexor but I just love the way I can orbit at 1000m with my rifter and hardly get hit by Brutix NPC. I realise that PVP will be a different ballgame but which ship would best fit the role of getting in fast and getting in a close fast orbit to finish off your target without getting to much damage in the process. Would an Interceptor be the way to go?

Orbiting in close fast orbit is hardly an option in PvP - you will be webbed and killed.
There are people who pull off this trick against cruisers fitting with Interceptors with afterburners and webbers, but its a unique case - you'll be killed by drones, your capacitor will be neutralized, and you will have hard time closing in on target fast enough without MWD... and so on.
But evasion tactic in general is one of the most winning ones in PvP right now. People call it "nano***gotry" :) If you like it, go towards interceptors, and then towards fast cruiser like Stabber, and from there to Vagabong and other nanoed ships. Its a whole realm out there. It isnt easy, and it isnt a winbutton, but its very cool.
I myself lack the reaction and fast-thinking needed for this tactic, as well as GTFO moment feel :)

What in the ****ing shit are you smoking? Ignore this fella. Whether or not you get webbed and killed is based upon what/who you attack, what they are flying and whether or not they actually have a web equipped.
There are several ships that are fast and have very strong setups for getting in close and killing. The king of this is my personal favorite, the Taranis. Fly circles around people at 4500m/s and then drop in to 500m and start doing 200dps. This is the ship you are dreaming of!
Some people also fly the Malediction as a close range rocket interceptor if you prefer Amarr ships and/or missile weapons as opposed to Gallente and blasters. ----- http://evenewb.blogspot.com/

I would definitely go for a stabber or an interceptor. Stabbers are easy to get in and if you have good skills one of the best cheap ships you can get.
All nano-ships really shine though when you get T2 gear, especially t2 guns. I would highly reccomend getting t2 ACs as soon as you can.

It's a lot quicker to train for than an interceptor, and it does the speed thing pretty well while putting out decent DPS for a small ship.

First of all, no one rigs taras'. They will be lost because that's the way you fly them, you either kill the opponent or die once you've engaged. Second, most of the ships can't run from vagas anyway. I surely wouldn't engage anything with a solo ranis if there's one of those bastards around, learned this lesson the hard way with my stabber few days ago. ___

While I'd rather advise a new player for the stabber (its cheaper), the jaguar is indeed a very good choice if you want to specialize for frigates and a fun ship to fly.
You can max out the required skills pretty fast, and with a solid setup it will eat any frigate or inty alive if they're foolish enough to engage (a decent jag will solo a stabber without problems btw).
With its nice tank it is much better at tackling fast cruisers like Ishtar/Vagabond (where you need to web them) than any interceptor.
Having said that, go for the stabber (YOU NEED T2 ACs), its cheaper to loose since the jag will easily be 30mill isk including fittings.
