When salvaging was first introduced, it did flag you. This was dumb and caused lots of problems with everything. And just the same as now, people complained about the exact opposite. There will never be a happy middle here, so deal with it. Adapt or die. ----

That is the benefit of having a player driven market everything is pretty much worth as much as what people will pay for it. As an avid mission ***** myself I can honestly say I have only been scanned down by a loot thief once, I just waved at him and local and told him to have at it.... he left me the salvage and never came back . Maybe your doing missions in a high populous area consider moving out if it drags you down that much. Also a fair warning if you want aggro rights for salvage it will be only a matter of time till it gets turned around on you and you find yourself being killed by salvage flippers (imagine someone showing up and helping you finish the mission) and you will be making a whole new whine post.

Seriously how many threads like this pop up and it transpires the people are based out of Motsu/Irjunen, etc (it's ALWAYS the Caldari L4 hubs).
I've had exactly zero ninja salvagers invade my missions in the time I've been running L4 missions.

I think Mankirk's Wife is the closest on the answer to this one.
Look at it from an "Empire Space is too Crowded" viewpoint. Putting salvage into the mix gives an additional benefit to any mission besides loot, isk and LP.
Another pilot cant steal your isk reward, or your loyalty points. Before flagging, another pilot could steal your canned goods. Enough crybabies complained and flagging was created - but with a twist; now there is salvage.
Face it, CCP wants people to move out of ES and into the unknown reaches of space. How better to do this than to create something that people will complain about. "No fair! They can salvage my wreck and I can't do anything about it!".
Yes, in fact, you can. Move to 0.4 or lower and continue your destruction. If someone comes along and salvages your kills - blow them up.
Sure, there are plenty of things that could get in the way of this. Being a noob is one. Agents that send you into 0.5+ to do their work is another. But that's beside the point here.
The point is, CCP needs to figure out ways to get people out of safespace and into lowsec. It not only helps the physical issues (lag) but also expands the game by giving the coders more time to work on actual expansion, and less need to work the current code to accomodate 1000 people sitting in Jita.
So set up a system to give salvage a flagging system too.. it wont matter.. CCP will be sure to add something else that makes someone say "If I were just in lowsec I could shoot that jerk who is taking MY stuff". One more pilot heads off to deep space adventures, one less pilot to clog up ES.

Not to salvage it, really, but if you take the contents of their gargo hold, they have the right to come after you…

Coming from this mission running lady-of-the-night, L4 missions are not hard to do. The hardest part of an L4 is going to http://eve-survival.org/wikka.php?wakka=MissionReports and looking up the mission.
Just do the mission, bookmark the room or rooms, hand in mission, go back and salvage. Or even better, find a high quality L4 agent that is in a low pop system. That way you wont be bothered by people coming in and collecting salvage that belongs to no one.
You need help with finding one? I know of at least two systems that are low pop with high quality level 4 agents. The problem is they are not Caldari Navy agents.

The best answer for your question.
Sounds like you missioning for some very Popular Agents in some extremely busy mission running system. I'm guessing in a Caldari System.
Pick a new location. I run a L4s in a hisec system, I know it's not a major mission hub location. You can use your Map and eve-agents.com to find a less popular system.
Even when I was running missions in an Amarr mission Hub 2 jump from Amarr I didn't have the problem.
