The linked thread is pretty out of date, so I decided to create a new one.
I don't want to hear cost analysis spreadsheet pvp arguments on why not to fly one.
I don't have EFT handy atm, but the setup Im going to try first goes something like this:
For Solo PvP Not 0.0
5x DHP II (Mega if it will fit) - 2x DB Heavy Nos - 1x DB Heavy Neut
1x disruptor - 1x 'the 30km officer web' - 1x sensor booster - 1x ECCM - 1x AB (maybe mwd)
2x X-Type LARs - 2x complex EANMs - 2x RT 1600mm - 1x I-Stab
3x armor rigs (rep speed, rep amout, and armor hp)
Drones...not goin to tell ya :p
As for implants...thinking Talisman might work, tho Slaves are tried and true.

So what you're presenting is a partial concept which you won't share the details of, havn't tested, won't take critique for and you don't know if the parts that are presented does fit.
Intruiging. Parrots, commence!

Criticism is welcome, so are suggestions. But I don't want to hear people go on and on about the price of the ship.

Your damage will be non exsistant (fit some heatsinks) and I would go for a domi web instead of an officer web.

Fitting the Bhaalgorn for DPS is like fitting a Scorpion for armor tanking...sure you can do it, but the end result is barely worth the effort.
The Bhaalgorn is a debuffer, supertank, and crowd controller...not a damage dealer.
Domi web might be better because of the greater speed reduction, tho the range will not be all that great.

Plates + LARs is a general recipe for fail, expecialy since your running 2 LAR with no cap mods and no injector and trying to rely entirely on your 2 DB heavy nos? which are horrible since nos was nerfed to almost uselesness

I see your point, what would you suggest? Retain the nos/neut for offensive cap attacks and rely on traditional cap sustaining means for the tank?

Hmm Honestly I'd say replace the AB with a Heavy cap booster (with three armor riggs your going to be tank ass slow even if you had a officer MWD), Dont think the officer web will fit since if i remember they take up huge PG.
Pull one plate and the I-stab (again your not going anywhere fast enough to even bother with an I-stab) replace them with possibly more tank and you may need a RCU to fit all that on there.
I would pull a gun for a smarty but thats just me
Honestly I wouldnt use that ship for solo anyway... not because of price but because your overestimating its solo ability... the fact you lack enough DPS to take soemone down fast and the setup with only 3 cap warfare mods on there is going to take time to break a cap stable ship or have a hell of a time against a cap booster ship. the only thing you could do effectively is hope those ewar drones that you dont want to say your packing (or youve got neut drones wich are not that effective) get jam cycles off often enough that you can slowly eat away at them even then itll take to long vs most ships and if they have backup within 5 systems your likely going to find yourself running alot or losing that ship really fast

do not use the NOSFs, use 2 NEUTs or more... DPS isn't needed when you can break their active tank (use cap neutralizing drones to ensure that they don't run anything active)
use anti ECM defence, 2 ECCM t2 are a must, cap booster/cap battery for extra cap reserve
armor buffer rigs or extra cap rigs for more NEUTing and cap buffer
tank your ship for survival, not DPS, use low grade slave set instead of officers scram.
don't NOSF, they suck; neut neut neut, cap reserve is your friend... if you can't lock the target you are dead... more anti ECM anti DAMP in mids... most faction BS died to ECM boats.

the bhaal has one role, to sit outside a station and assist in a station camp, with 3 newts or more and domi webs on overload. -------------

Does the Bhaalgorn's bonus even apply to Neuts?
