This started happening after I requested to terminate one of my characters and then canceled the request. I don't think this is a client sided problem as I've tried deleting cache, restarting, using a different windows account, ect. I can log in on all my characters just not the one. My connection is fine 18215 kb/s down and 484 kb/s up.

I raised a ticket and was told this is an "intended game feature".
What a crock of shit. How thick do they think we are?
I have raised a petition after the cache clear didn't work.
It's quite obviously a server side issue. Are you around Jita? There's loads of old groans about this which seems is just accepted.
I've requested they fix it or I'm off, I've paid for a month and been playing for a coulpe of weeks, but I'm not taking crap like this for much longer.
I can accept bugs but not being treated like a fool.

"Hi,
I've moved your character out of Jita. Please try and avoid that system for now."
Quick response for which I am greatful.
But the thread here http://myeve.eve-online.com/ingameboard.asp?a=topic&threadID=653768 suggests its about time something was done about this permanently.

In every case that I have encountered or investigated this type of problem it has almost always turned out to be either someone logging/jumping into Jita or another heavily loaded system (I.E. a standard stuck character issue, easily fixed by moving the character).
In more rare cases it can be a corruption of the cache or settings in the client. Because there are so many different reasons why the cache or settings may get corrupted it is simply not possible to "fix" this. As for "stuck" solar systems; the easiest and best way to avoid being stuck is to avoid heavily loaded systems, like Jita.
Think of it like driving home after work, tons of people all want to get onto the same highways at the same time. This invariably causes slow downs, and can even cause traffic to grind to a halt. It is a simple fact that when you try to cram a large amount of people into one small area, you will always have problems. The only real way to "fix" this is to get people to spread out more to alleviate the congestion and load.
If you encounter this or a similar issue you should submit a petition under "stuck" and the GM team will be able to assist you, generally response times are within a few minutes for problems like this. ____________________________ I break things.

This was an issue after being docked at Jita.
If you can't "solve" the problem which is surely a resource issue, as is a congested highway.
How about "handling" the situation.
You can't know if it is a corrupt cache, but you DO know if the character is docked/in a 'busy' area, a timeout with a useful message might be a step in the right direction.
Or to use your analogy, a traffic master/sat nav warning system to avoid those "congestion" problems or be warned and an alternate route.....
Another suggestion would be to not reply with the words "intended game feature" unless you have designed this congestion or cache corruption to occur purposefully.

Another idea might be to NOT create missions to Jita as they are nearly impossible to complete, and definitely within the bonus timeframe.

Why not take the initiative and find an agent in a quiet system instead of going to the one system in Eve where everyone and his mother goes? Click here if you're stuck for finding an agent __________________

Because you should have a choice. That's surely the point.
I made some sensible suggestions to help others combat this issue BEFORE they are stuck, rather than just complain.
Unfortunately the only way of finding out about these problems is to get stuck first. I was hoping to spare others this pain so they can make an informed choice.
Your link doesn't tell me which areas are quiet does it? Now that might actually be useful.
