The real reason is that CCP wants you to LOG IN TO THE GAME AND PLAY!!! If you could change skills through external apps or the website, you could simply farm a character and never log in with it, until you needed to buy new skills...

Yes they did. And since they have yet to make out-of-game skilltraining available, I believe it to be the real reason. It makes sense to me, but maybe you, in your enlightened state of mind can tell me the reeeeeeal reason why it hasn't happened yet?

More than likely he/she will understand, load the client onto some innocuous computer, and once in awile you can go switch your skill training quickly without anyone noticing.
Be sure to download patches onto your flashdrive, and update the work system as needed.
Easier solution - run the client FROM the flash drive. No need to install it at a work-computer. When there has been a patch, copy the client to the flashdrive again. Simple...
