Ok so, I usually ran double accounts (fullscreen mode is the only way my computer can perfectly handle the 2 accounts). But now, sometimes when i try to alt+tab between them, they just won't open, and i have to restart the client (wich sucks).
I'm possitively sure this has nothing to do with my PC, but i have a Pentium D, 2 gig ram and a 8600 GTS. --------------------

When stuck: press alt+enter. That will bring eve into windowed mode, then press alt+enter again to get back to your standard default. This works for me.

I've tried that, sometimes it works, sometimes it doesn't, when it doesn't, the fullscreen verison appears, but it's frozen (as in not responding) and like 70% of the majority of the game is white --------------------

This may not be very helpful, but I used to notice quite a bit of a performance issue when using a full-screen directx application (any game) and trying to alt-tab to different programs. I would experience graphic lockups and other weird things possibly similar to what you are experiencing.
My fix has been to run in windowed mode and not use full screen. It might not be exactly what you want, but when it comes to trying to alt-tab safely, full-screen seems to grab hold of the video card in such a way that it really doesn't like going in-out of that exclusive mode or whatever.

Not so long ago i could perfectly do this with even up to 3 accounts (at the 4th PC started lagging a little) then suddenly it just started doing that, could it be something that CCP put into the game or? --------------------

Use the logging utility and see if there are errors getting logged when you try to alt-tab. How often does this happen?

I've seen this mentioned loads of times recently - best bet is to run windowed, also try disabling sfx on one client and running one in classic - though I've had 4 clients in premium recently on a test - qa bit chuggy but worked OK [windowed] -- BIG Lottery, BIG Deal, InEve, USERPROFILE

This started happening to me with the first of the optional patches they released so i uninstalled it and all was fine again since they added the optional patches to the last proper client patch this problem has again arisen.

How did you remove the optional patches? Did you reinstall client?
