Want to know the easiest way to fail an EVE forum argument? By bringing up anything in real life. Something about being a spaceship captain tucked away in a pod, hardwired to your ship in a Sci-Fi universe should throw away ALL real life arguments.
Insurance is a game mechanic to ease the pain and suffering from ship death. If you think for one moment that removing that 27 million ISK brutix insurance payout will stop somebody from killing your T1 AFK 500 million ISK hauler, you are quite wrong. __________________________________________________

We are talking about the typical inhabitants of Empire, those that are in small corps and don't really have the means, the skills or the knowledge to be anywhere else or have a low net worth. If someone comes in and tackles your ship no mining ships can get away or live long enough to matter.
Players in noob corps can't set pirates red so typically have no advance warning. Half the casualties of miner ganking are people in noob corps, new players should not typically be the targets of wide spread pirating. While not all noob corp players are new, the vast majority are.

There are tons of ships around high sec belts, non-mining ships are often after rats or salvage. If someone has to warp out as soon as anyone is in system or anyone else is in the belt they might as well never undock. You can tackle a mining ship in pretty much anything.
Even if you don't have scramblers you can just bump into them, they are a slow turning piece of shit with a paper thin tank. It is just impossible to protect any mining ship from someone who wants to pop full funded gank ships and profit anywhere from 5-20m from modules that you drop. It is just free risk-free money because of insurance.

It's still your fault that you let yourself get ganked. Not being able to tell who is friend, foe, or neutral is all a part of highsec.
You take that with the CONCORD protection. In 0.0, you get no CONCORD, but you know who will and will not shoot you immediately.
Funny how you rarely hear people complaining about being ganked in 0.0... 
I've NEVER been ganked in Empire, I mine in 0.0, this is just a posting toon that has no skills.
There is no fault attributed to those that get ganked, most mining victims have little to nothing they can do against an experienced PvPer.
Nobody complains about getting ganked in 0.0 because it is SAFER than Empire, I mine with 3 hulks and have never lost one and make 5x what I would make had I been stuck in Empire.
It is just moronic mechanics and the only people that don't want them to change are no-skill morons who don't have the balls to come out to 0.0 and take on my hulks. Why would you when you can profit from you no-skill, no-effort smacking of noobs in empire.
You guys are pathetic. I mine or I rat as a means to an end, so I can PvP. What do you morons do, just club new players because of CCPs shitty mechanics. Bunch of gutless wonders.

OP: please tell me where you live as on earth the police take at the very least several minutes to get to a major crime and hours for a small one.

They would here. one of our neighbors had an ambulance over a month or 2 ago, siren and everything from what They said took them just under 7 minutes to get there, a police car might be slightly faster. but not significantly.
Anything over a minute (from a call is placed, real life police can't magically detect crimes) means the gankers and the hauler with loot will be long gone when they arrive.
Now imagine concord had to warp at realistic speeds/distances, that would add 5-10 seconds to their response time realistic locking times another second at least realistic firepower several more seconds just to kill 1 BS, and it would mean they would be easily tankable (basically imagine how fast a group of players, assuming no lag, could get information of a crime in a system, get to it, and kill everyone involved, personally I think a minute from crime start is not an unrealistic guess.)
Comparing anything in EVE to RL does not work. And especially not when you only look at 1 little detail and ignore everything else
Suicide ganking is a good mechanic, it adds the insecurity that highsec NEEDS, it is almost completely safe, which IMO is way too safe.
EDIT: even more fun to consider, Police sometimes hurt innocent people, concord is infallible, they always get the guy and noone else.
