A lot of people had during round 27 of the lottery bought more tickets than allowed (max of 1000 tickets) Tickets over this limit where not entered into the drawing for the Imperial Issue Apocalypse. Tickets bought during round 27 are however eligible for round 28 (the current round). For round 28 the cap on tickets where raised from 1000 tickets (1M ISK) to 5000 tickets (5M ISK), this *including* any tickets bought during round 27. (ie. if you bought 1000 tickets in round 27, you are max allowed to buy 4000 tickets during round 28)
Even with the increased combined limit of 5000 tickets, a number of people where still over the limit. As a service, we promised to refund the excess purchases, as the ticket limit was a very recent imposed cap on the lottery, and as such many might not have realized this (although a quick look at the BIG lottery pages would have revealed this.
A total of 15 persons have had their excess purchases refunded yesterday (Anything above 5M ISK refunded) One person in particular was well beyond the combined 5M ISK limit The total amount of refunds are : 125,560,000 ISK.
As a further service, we have decided to extend the refund service until midnight this comming sunday, as a few still manages to go over the limit. But after that, any excess purchases *will* be treated as donations. The administration involved in doing the refunds is rather timeconsuming... So please - *DO* check the receipt page if you are unsure of how many tickets you have already bought.
Sponsor
25M ISK donation from the Fountain Alliance (FA) The FA is sponsoring the BIG Lottery in order to promote awareness of the FA passport program. Buying a passport allows you entry to the Fountain Region for hunting purposes (no mining). A passport costs 1M ISK for a day, and 5M ISK for a week.
To get your passport simply contact a FA member (channel 'Fountain').
The sponsored ISK will be put straight into the pot ontop of the ISK from ticket sales.
Remember the drawing of the new, the 28th, round of the BIG Lottery is on monday June 7th 1800 EVE time (GMT) in ingame channel 'BIG Games'.
Good Luck. BIG Lottery

Since they paid out 175 million to a VOTF member recently, I'd say so.

I guarantee that it's random. It's all piled into an excel sheet (or maybe a DB, I don't remember) and a program picks a random ticket.

Erm no Gavin - Thats not how it's done.
Quote:
Here is how its going to work
In the ingame channel "BIG Games" a command will be given, and people should then type a number to the chat.
The number should be larger than the number of sold tickets but less than say 10000.
The first x (x to be announced at the day of the drawing to prevent any attempt at rigging the draw) numbers in the chat will be added together to a "random number" and then the "counting" begins.
We simply start counting the number of tickets from the top, and when we reach the end of the list we start from the top again, until we reach the "random number".
Who ever has bought that ticket wins.
We will of course use a modulus operation so we dont have to count through the list many times :-)
The list beeing the publicly displayed list of all ticket purchases made (timestamp + amount. No names as lottery participants should be allowed to stay anon (with the exception of the winners)) BIG Lottery
