I don't think there's any kind of "ultimate character," it depends a lot on what you want to do with it. Generally:
Combat characters: Perception > Willpower > Everything else Industrial characters: Memory > Intelligence > Willpower > Everything else
Remember that higher attributes give you diminishing returns, so it might save you time in the long term to start with 16 perception and 14 willpower than 20 perception and 10 willpower (for example). ---------------- Play EVE: Downtime Madness v0.83 (Updated 7/3) |

Caldari Achura, boost Int and Per, as soon as you're logged in, buy Infomorph Psychology skill and all the Learning skills, train them all to 4, then buy +5 implants and plug them in. Attributes will be 20+ across the board.

cool... looks good... but buying the +5 implants will be hard on the wallet... and not a good idea for null sec

Youve been playing for two years and don't know how to roll a char?

The grammar/spelling/typing is atrocious, so I may be interpreting wrongly - but I think that was meant to be some kind of ******ed joke. "I've played the trial so many times, I've almost been playing for two years! HAH! Now spoon feed me basic information that I am too lazy to retrieve for myself!" ---------------- Ambulation Answers

You only have your attributes at 13 and still are playing this game? After 2 years? You should just quit. ---

I enhance my RP experience by filling my bathtub with red jello, balancing a wooden plank across it, then play EVE naked on my laptop.

Don't bother... this is an example of someone who will just never be good at this game. He doesn't have it in him. He's looking for something else. Until he finds it, he'll be an easy target any time he undocks, so enjoy him while he lasts.
