surely with all thats being nerf cloaks havent been looked at!!
no ship other than cov ops recon should be allowed cloak or some penalty at least!
cloaking ravens are ridiculous, no bs should be almost impossible to catch when ratting away in a belt, wanna stop isk farming/selling stop this bs cloaking. Plus means i catch more of them pesky ravens

2. Cut down on probe time to say 45-50s with max skills+covops+rigs to make sure you have enough time to align and warp to next SS if you are actually on keys and trying to defend.
3. Give blocade runners covops cloak
4. Make prototype cloak un*****ble on any non-specialist ship.
5. Presto.

That would be pretty cool, but no way allow a blockade runner to fit a CovOps cloak.

As it is right now there is no way to catch a ratter in 0.0 that is paying attention (or running a macro which always pays attention) unless they are in belt with scrambling rats.
even if the ratter is forced to remain uncloaked, as long as they actively move between safe spots they are going to be pretty safe but they won't be uncatchable.
Also a ship that wants to remain cloaked to surprise an opponent could still do so with such a timer. What they couldn't do is uncloak, attack and then recloak to be immune. Cov-ops (including Stealth bombers) and cloaking recons would be exempted of course as they are designed with purpose in mind.

Isn't this kind of crying what got nano's nerfed? And, well, just about everything else? Is it really so evil for someone to drop a pretty important high-slot just to avoid some player looking for a cheap thrill?
Instead of nerfing cloaking, how giving the onboard scanner the ability to find cloaked ships? Sure, you can't 'warp to', but you can identify them if they are in a belt or safe spot. If they are in a belt, and your so dead set on showing off how big your lasers are, just wait in the belt with them.
I'm not a fan of invulnerability. But neither am I a fan of players whose main complaint is others getting away from them. They've made a bunch of nerfs because someone us upset that they couldn't catch the other guy. Stabs, nanos, and again, nanos. When will it end?

Pretty good idea, lets say the lower quality cloak you use, the more cap it costs (perhaps a percentage to make it balanced to both frigs/bs. Your capacitor recharge could be set to 0. When cap is 0 cloak breaks.
Or just a set duration to the cloak, the better cloak, the longer max duration. Same cooldowns as before.

I think theres a couple of things they could do to fix cloaks. For isntance, make it have a fuel drain, using heavy water, or just your cap or something to that effect.
Make cloaking timed. Say 1 min or so, and then u cannot reactivate it for a period of 30 seconds. This would assure that dedicated covops are the only ships that can sit around and be spys, its kinda stupid that any alt in a frig can be spying on you all the time. They are still effective enough for competant people to use while ratting. Cloak up, align for something and warp away when the cloak deactivates.

If they want to stop the farmers, all they have to do is ban them. I don't think any serious game changes are needed. They don't want to stop them, they want their business. Farmers constitute a much larger amount of the "playerbase" than CCP will ever admit, they would lose a shit ton of money if they got rid of the farmers. They'd not only lose the farmer income, but all the idiot pilots that rely upon them would go as well.

No, I think CCP should make it that people who don't pvp can't deside what changes are made to PVP, the point of having a cloak on a ship is so you can wait out that timer in saftey.

Make rats invoke the 15m aggro timer.
Revise proto and improved cloaks so that they make ratting impractical when fitting them (reduction to armour/shield HP amounts or resistances, perhaps?).
ISK farmers will have a much harder time earning their pay, and rightly so.

Alright, as a PvPer, I am going to offer my two-cents regarding cloaking.
I've had a love/hate relationship with the cloak since I've started this game. I hate when I am trying to find someone, and know that they're cloaked, and that I am wasting my time. It's quite irritating. At the same time however, I've used them. Still do, from time to time. The idea of a cloak is to hide. Period. They're designed to hide your ass so you don't die in a unimaginably painful way. I practically know for a fact that every PvPer has, at one point in their history, used a cloak.
Presently, the cloak offers a penalty that every PvPer hates. When fit, cloaks eat into your scan resolution. They definitely cause a problem for us when we have them fit. Any PvPer will attest to this. This be as true for a ratter as it is for a PvPer with the only exception being that they don't have to worry about catching their target. Only running away. Like any pirate, the good one's anyway, they follow what I refer to as *The Code*. Take what you can, give nothing back. And... run away. Yeah, I've seen Pirates of the Caribbean too much. What can I say? Epic series of movies.
Before I offer my suggestion, I only have -one question- to ask of you.
Is this really, right now, with what CCP is doing to the game as-is, should we really be asking them to NERF something else and expect finesse?
That being said, here is my idea.

Ok, let's look at the penalties for said cloak (not counting in the bonuses gained from the *cloaking skill-book*!
maximum velocity penalty
-75%
scan resolution penalty:
-40%
sensor recalibration time
20 seconds
reactivation delay:
30 seconds
Ok, so while cloaked, we can only move @ 25% of our base speed. Ok, that's not that fast at all. And we can't warp! Woot!
While uncloaked, we lose 40% of our scan resolution. Woot. I am now locking those who cried for a nano-nerf 40% slower. Thats 40% more time that they have to get away. CRAP.
Ok. The best one. 20 second sensor recalibration time. Means I can't lock anyone for 20 seconds after uncloaking. But gee, I sure can be locked. And in that time period, yeah... I'm screwed.
And to boot, I can't re-cloak for thirty seconds after de-cloaking or being de-cloaked.
Now. That is FOUR penalties. Jeez. Who woulda thought it?
Now. For two radical suggestions.
Suggestion 1: Shut the hell up and stop complaining, adapt, camp, wait patiently. Or forget about him.
Suggestion 2: Introduce a new probe which has a 15% MAX chance of finding a ship within say, 5AU.
This way, they CAN be found, but it still remains exceptionally hard. Remember, they can't cloak for thirty seconds. And they can't fight back for 20.
Either that or take cloaking completely out of the game for everything besides stealth bombers, covert's, recon's, and black-ops.
Edit: Note BLACK OP's can use a cloak. Lol. Isk-Farming Black OP's anybody? Hint Hint Nudge Nudge Wink Wink. Basically, your entire argument is wrong. Wait! I KNOW! NERF BLACK OP'S NOW TO! WOOT. </sarcasm>

Oh, wait, a ratting ship is a PvE ship.  So you must not suggest/block items from it. it is not your field.

non of these penalties really means anything if you just sit at a safespot waiting for people to leave. Or if you sit in an nme system keeping people from ratting/mining.
cloaks should not be i win for staying in system. There should be a counter, can make it a hard one, i dont care. As it is now, cloaked at and ss i am 100% safe, in 0.0 space that isnt mine........
compare it to having no cloak, i have to keep jumping safespot and actively work to not get caught.

Seriously people defending 0.0 ratting without risk is just pathetic.
Only valid arguement in this whole thread is that CCP would lose financially if they made it too difficult for isk famers to make ISK. And this is the reason that they won't do anything to stop this. I would guess that at least 20-30% of the players online are farmers, and another are 50% are PVE only players, with less than 10% that just play this game to PVP.

EvE doesn't need to be hugely popular. EvE is well known and has a strong, loyal playerbase because it is difficult, time consuming, hard to learn and requires brain power. When you lose you lose hard, and when you win you win big. Players are responsible for their actions, including the fact that such things as theft and scams are allowed within game mechanics.
THIS is why EvE has a small playerbase. Some people just want it to be simplified to the point where they can do anything and everything, instantly, easily, with rewards but no loss. For players who prefer that lifestyle, your gaming choices run the gambit from SWG to WoW.
For the rest, your stuck with playing old-school UO, or EvE. That's really it.

Ok, let's look at the penalties for said cloak (not counting in the bonuses gained from the *cloaking skill-book*!
maximum velocity penalty
-75%
scan resolution penalty:
-40%
sensor recalibration time
20 seconds
reactivation delay:
30 seconds
Ok, so while cloaked, we can only move @ 25% of our base speed. Ok, that's not that fast at all. And we can't warp! Woot!
While uncloaked, we lose 40% of our scan resolution. Woot. I am now locking those who cried for a nano-nerf 40% slower. Thats 40% more time that they have to get away. CRAP.
Ok. The best one. 20 second sensor recalibration time. Means I can't lock anyone for 20 seconds after uncloaking. But gee, I sure can be locked. And in that time period, yeah... I'm screwed.
And to boot, I can't re-cloak for thirty seconds after de-cloaking or being de-cloaked.
Now. That is FOUR penalties. Jeez. Who woulda thought it?
Now. For two radical suggestions.
Suggestion 1: Shut the hell up and stop complaining, adapt, camp, wait patiently. Or forget about him.
Suggestion 2: Introduce a new probe which has a 15% MAX chance of finding a ship within say, 5AU.
This way, they CAN be found, but it still remains exceptionally hard. Remember, they can't cloak for thirty seconds. And they can't fight back for 20.
Either that or take cloaking completely out of the game for everything besides stealth bombers, covert's, recon's, and black-ops.
Edit: Note BLACK OP's can use a cloak. Lol. Isk-Farming Black OP's anybody? Hint Hint Nudge Nudge Wink Wink. Basically, your entire argument is wrong. Wait! I KNOW! NERF BLACK OP'S NOW TO! WOOT. </sarcasm>
I agree the constant barrage of requests for nurfing need to be stopped.

Id be ok with EITHER of these, but right now, there is NO risk to a raven with a cloak ratting in 0.0...which would be ALL of them btw.
The other unspoken choice is the removal of local, I dont care if you cloak, but you will need to put out some other buddies to keep you safe. This of course would require a bit of a boost to the income generated by your average joe in 0.0, but hey, wtf ever, just make roaming viable again, theres really not much point to it now

I do think local should be removed. Maybe replaced with a constellation chat. Or something. This way, you don't know who is in the system with you, but you know some people are around. Somewhere...

One thing that might work here is a change to the way probing works.
Currently, you only receive object locations from a probe that are visible to the probe as it completes its scan time. i.e. if a ship cloaks with 10 seconds left on probe scan time, or leaves probe range with 10 seconds remaining, the probe currently gives you no signal returns. I guess the story behind this is that the probe takes all of its scan time to send out a single radar emmission and then processes the information instantaneously.
If there was a change in technology where probes were constantly in detection mode so they were able to give you a location on the last place a ship was detected before it became invisible to the probe, but still needed to wait till the end of the scan time before it could process the information and give you a location (and/or perhaps even add a given skill based time delay from the moment a signal is detected), cloakers and safe spotters would need to be a lot more careful.
Just a thought...

BTW let's remove Ravens, warp-core-stabs, friend or foe missiles, and cloaks from the game completely. Remove any ship that can go fast. Remove MWD's and AB's. Remove all speed implants, all speed rigs, and any fittings which increase speed.
Remove the Drake because it's tank is too good. Remove the Falcon and all ECM from the game. Nerf faction ammunition. Nerf Black Op's. Nerf anything that isn't a standard battleship. Remove ALL faction/complex/commander fittings.
Leave us with T2 large guns, T1 battleships *Abaddon, Hyperion, Rokh, Tempest* and remove all other ships.

i'm OK with cloaking non-recon ships having the ability to cloak, but they should not be able to hide from a covops pilot and a highly skill sink probe. Meaning not everyone can probe you out, but a covops and a special probe that needs an investment of skills can find you.
Covops/Recon/Cov-op battleships and maybe a blockade runner should be able to use the covert ops cloak, and that would take a lot of work to find. But slapping a covops on a run of a mill ship shouldn't mean you can hide 23/7.

Problem solved
No local means no warning untill someone is in scanner range and no advanse warning means most bots and scripts become obsolete since a lot of them rely on local change events (or something like that).
Cloaking raven has nothing wrong with it. Its the silly game mechanics that can be exploited to the death that needs to be fixed.

Removal of local seems like a great idea and I'd love to see it gone.
Maybe not even a constellation but only a region chat. (Some constellations are pretty much dead in 0.0...)
Surely would boost my catchable target count. Only real players tho. And even then probably only the ones not spamming their scanner... (This would be a free huge arazu buff...)
Problem is, macros will then just spam scan and warp as soon as they get something on it. (You know the stuff YOU do when you're fighting someone in a belt... :P)

I dont see this as a problem since when one hits a scan button it sends server a request and rate of any server requests can be limited as much as wanted / needed.
Local on the other hand .. well not quite sure how that updates, but since its automatic and client gets update 30 .. 50 times per sec. (<-- tied to screen refresh rate. Not entirely sure it works like that though), one could imagine that local updates with each packet too. (If anyone has accurate details about these operations it might help determine what the impact would be on serverside.)
Now that we agree that there wouldnt be any harm done in removing local 
...it might also merit some changes to whole scanning system since ships would indeed depend on their scanners.

isk farmers keep the economy of buying isk via gtc alive = $ for ccp, they will never be nerfed. Black ops were created for isk farmers and nano's are being nerfed for them [ebil conspiracy]
