if uur flying a t2 ship u should have the skills to fully t2 fit it,

That is how I type.
The point of that statement? Just because someone can do something does not mean they should do it or will choose to do it.
I've done some ship builds where the cap cost of T2 guns was sometimes more trouble than the DPS was worth. Not very many, mind you, but some, and I do agree, at least with T2 frigates, that you really ought to be able to avoid mounting T1 gear on them unless you have fitting problems or issues with some of the penalties on T2 mods.
For what it's worth I'd suggest 125mm rails over 150s, especially if you're fitting T1 instead of T2 due to fitting issues. Of course if I really wanted a rail-based assault ship I'd go for the harpy and not use the ishkur. The enyo might be, and probably is, a better choice as well.

Definetly a DCU T2, with frigs your whole ship is buffer...not just armor or shield. Structure is 100% viable as a buffer also :D
I always go for max DPS on frigs. You need to dish a lot of damage before A) you run out of cap etc. B) to take out those drones ASAP
