Awful setup tbh....
Blasters are useless 90% of the time so put rails on. Only usefull in Cap v Cap battles.
Need sensor boosters in mids.
Thermic, Kinetic and Explosive hardners and a DC in the lows along with 2 Cap reps and a Magstab.
One CC and a few trimarks or three CCCs. What ever floats your boat.
Sentry, heavy, medium and light T2 drones in the bay

No experience with dreads myself, but the third eanm is quite heavily stacking penaltized, why no damage control instead?
And amarr navy eanms or similars arent that expensive.

What you want to do with it?
If for generic POS shooting with your alliance, then rails, sensor booster and single rep buffer/resist tank with trimarks and damage mod.

[Moros, Moros] Dual 1000mm Railgun I, Antimatter Charge XL x 3 Siege Module I
Cap Recharger II x 5
Damage Control II Capital Armor Repairer I Armor Explosive Hardener II Energized Adaptive Nano Membrane II x 2 Magnetic Field Stabilizer II x 2
Semiconductor Memory Cell I x 3
Sentry Drones, Light Drones, and whatever else floats your boat.
Decent cap, decent tank, decent DPS. Upgrade to faction gear wherever you like. Drop a cap recharger or two for PvP goodies (sensor boosters, web, scram, painter, etc.) or re-balance gank with tank to suit your specific needs. Some people prefer different rigs, I prefer a bigger cap buffer; other choices are perfectly acceptable.
Capital Blasters usually only get used if you're ambushing other capital ships at point blank range; their range is so short that they can only do any kind of damage to small POSes and even against those you're pretty far into falloff.
