I don't have many speed skills and don't really want to train them. I am looking for setups for the Ishtar that allow it to tank decently without completely relying on speed/luck.
Any suggestions would be lovely.

Question for you:
Do you plan on going into Scrambler/Web range post patch? No? Then the Ishtar is still a good ship to speed-fit. 
Also, Tech 2 Sentries are you friend.

true, i would maybe be in web/scram range, im thinking of a small gang, maybe gate camp sort of setup so if i did get hit i could hold. As for the first post, yeah i just got back after a year away from eve and im looking for a replacement for the old myrmi.

it depends tbh but you could do worse than passive shield tank it. Like the guy before said, use a myrm.

Problem with the ishtar is that you run out of cpu/grid pretty damn fast

Works quite deacend on Sissi atm, hat multiple fights vs Hacs, Reacons, BS etc., no problem at all, got killed by a Torp Raven, but no big deal sice they are way over the Top now.
