i was thinking starting off small like a 1 mill entry, 49 tickets on the euro bounus ball, winner take 45 mill i keep 4 mill for time... im really not in this for isk b/c i can make that more than 4 mill in about 5 mins doing 0.0 ratting... also i have a 1 bill isk so i dont need to steal yours...
i would make a new character to have a clear clean toon...

It appears to me that people want big prizes for minimal investment so you're looking at having a large number of tickets and a % paid out of the takings like BIG lotteries does it.
I have tried running a paid lottery but they just don't seem to have the appeal that allows me to carry on running them. I even have problems trying to fill up my free lottery so that should tell you how much interest there is in the lotteries.
My advice is try and think of a newmore original event that no-one else is doing in game and maybe that will bring players to you. Start off small and build. Don't try and do everything all at once as it will only make people dubious of what you are doing and will probably cause more damage to your reputation than good.

I will say, it hard trying to run a lotto, I ran a regular weekly lottery for about 6 month, but in the end the lack of interest (only about 4 or 5 people playing in any one week) meant that the amount of time I invested wasn't worth doing it, sadly my weekly draw went under and only after having run it for 6 months did I begin to gain 'respect' but still most people cried 'SCAM' the moment i tried to sell tickets. I haven't held a draw now for about 2 months.
The prolific amount of better draws just means that my somewhat small time operation is overlooked by more serious lottery players. And as has been said people are really only interested in the 'win a billion isk and a fitted navy raven! entry only 25 isk' kind of draws, and fair enough. High gain for little outlay isn't that what we all want in some way?
