One of the crushing flaws when it comes to roaming about in slow ships (particually small Battleship gangs) is that when inside enemy territory, they're usually too far away from their own domain to bring in Capital support; whereas their enemies will often be directly within range.
What this has lead to is everyone essentially flying around in speedy ships; Inties, NanoHACs, Recons, etc. and ships like Battlecruisers and Battleships are seeing very little use in 0.0 outside of the established alliances.
One of the main reasons for this is the immense logistical power of Carriers and the huge impact they have on smaller fights. It might very well be 15 BS vs 10 BS but as soon as one of those 10 BS hotdrops 2 Carriers onto the field, it's pretty much game over for the 15 just like that.
Now, if it were possible to disrupt the opening of a Cyno field within a certain radius, hotdropping would still be very possible but take a significant longer amount of time to get the Capitals onto the field (as they would have to jump in off-grid and manually warp to the fight)
How about:
Mobile Cynoseral Field Jammer Hi-Slot CPU: 200, PG: 5000 Activation Cost: 500 Activation Time: 10s (50 cap per sec; extremely difficult to maintain) Disruption Range: 200km
So that if somebody wanted to hotdrop on an enemy gang that had one of these jammers, they would have to either destroy the Cyno-jamming ship, Neut it so it caps out or if neither of these are doable: jump the caps in from over 200km away and warp them to the fight manually.
It would, however, no longer be a case of automatically winning whenever you lit a Cyno up, and would IMO promote use of slower ships for roaming.

If i was CCP, i'd do this with specialised ships (i am thinking about t2 tier 3 battleships)
Flagships should be able to do this when they are released...

Maybe, though IMO they need to be something remotely accessible and not so damned expensive that they're just not viable in pvp (like Marauders+Black Ops) ...

Why not just come better prepared. Setup a trap and kill a cap or two. I mean you know the alliances/corps that do this. Make 'em pay for doing it.

The only problem I see is hotdropping.
Making jumps more expensive and/or implementing a jump-delay for capital ships (charging up the jump drive or whatever), thus giving the other side more time to react, might be a better direction.
