It's a scam. Don't trust the GM. They will tow you to the bad part of town and then demand lots and lots of ISK and Bree.

That statement is unture. I was in YAO and because a fleet war had overloaded that system i could not log in. A GM told me he could not move me for both parties overloading the system. So couldnt play for a day.. Yet if your in jita you can be moved? 
GMs moving players out of a lagged-up system in 0.0 where a fleet battle is going on would be about the dumbest thing they could possibly ever do. They'd be out of their goddamn minds for even thinking of doing something like that.
There's probably a list of situations where they're not allowed to move people and "0.0 Fleet Battle" is at the top in blinking neon red letters.

To give several hypothetical examples of getting stuck during PvP, which (if any) deserves to be moved/reimbursed?
- A hauler pilot, trying to undock in Jita and gets stuck at this point. When he finally gets into the game, his ship has been suicide ganked and his wares looted.
- A pilot who jumps into a null-sec/low-sec system, gets stuck on jump-in. His ship is lost to gate rats.
- A pilot who jumps into a null-sec/low-sec system, gets stuck on jump-in. His ship is lost to other pilots.
- A pilot partaking in Factional Warfare en-route to a mission in contested space, passes through a lagged system and get stuck. When he gets in-game his ship has been destroyed.
As with other recent posts, high-sec is only safer, not 100% safe. Any pilot has the risk of PvP, whether consensual or not. The only difference is that in Jita it is far less likely than 0.0.
So, I ask you. A pilot, who has a low-chance of being suicide ganked, is moved by a GM after filing a stuck petition. However, a pilot who has a high-chance of entering combat, is not moved. Neither party knew the level of lag they were jumping into, otherwise they would have not jumped/undocked.
You cannot argue that not-moving my ship in 0.0 would avoid potential combat, as that potential combat still exists in 1.0 (albeit at a significantly reduced level). For all you know, I could have been 100% certain that the 0.0 system I was jumping into was safe (however, in this case it was not).
