I think you can get a 1on1 very easily. Just ask in local, go to a planet/belt or whatever. 1 player drops a can, other takes it.
Just make sure his/her buddies are not around if you take the can ;)

To support the game more adequately, all playstyles should be made viable.
There are ways this can be done... the advice you got on can flipping was good... I've ransomed many a ship in a stabber because people get mad and try to take me down or come back in their cruiser to fight for their minerals...
You can also catch people out in 0.0 solo-ratting IF you can get past the gatecamp.
My recommendation to CCP is to open the borders to 0.0 WIDELY to allow people to get back there without ALWAYS having to face a GC by themselves.
I would wager that a very large proportion of EVE players do not belong to a giant corporation. I'd also wager that a very large proportion of players would like to not have to rely on others for every little thing every time they log on.
1v1 PVP can be awesome. EVE has a really good format for it, but applying the format to find 1v1 PVP in its current state is no easy task...
Right now when you apply the format, you'll likely only be murdering some poor guy that has his hands full with a 0.0 pirate, or blowing away a lowsec or 0.0 miner who was chancing it alone (rare).
My advice: Try can flipping, ask people for duels(dangerous, be smart), and give FW a try in the less active systems (you might find someone alone, maybe... maybe)
Oh, and ignore the elitist trash replies that you're getting from people trying to tell you "what belongs in EVE". These people have no idea what they're talking about 95% of the time. They are your average forum troll, not your average EVE player. Why the high sec is so large? There is not much going on in the low sec. How about moving all level 3 and 4 agents to low sec and also drastically limiting the size of the asteroid belts, so there is no point using mining barges and exhumers in the high sec?
How about introducing ships size cap on the entire systems? How about permitting T2 ships in 0.0 only?
How about making sort of Battleground systems in a similar way to WoW - so each side of the battle is limited to 20 vessels only? So there is no problem with blobs and there are more or less equal chances.
Yes, I admit I've came here from WoW. And I admit I'm kinda lost here. I just don't know how to get here a decent 1v1 fight.

Best way I have found to get a 1v1 is to just ask, and my experience is that most honor the 1v1. As for the more surprise 1v1 scene, it is a bit more hit or miss and seldom results in truely good fights (low sec minners and ratters don't tend to stand up well to a pvp fit ship).
If you see me around feel free to ask for one, I am most always willing.
