Hmm... I like the idea suggested that wars should be limited to a contested territory...
How about this, a tiered war system where CONCORD will sanction a war to "resolve a dispute" over a territorial claim. The scope could escalate by either side paying a larger fee to widen the area.
Tier 1 war: Single system, cheapest war to declare, 5M fee per system.
Tier 2 war: Single constellation, 25M fee per constellation
Tier 3 war: Single region, 125M fee per region
Tier 4 war: All out war, 625M fee, every region in EVE.
Wars should be about resolving "who owns" something that is disputed. The current fee system is WAY too low to make it EVE wide. Focus on system, constellation, and regional areas would be more fun as both sides would basically have an area and a goal. Note that the fees increase by a factor of 5 each time you escalate it in scope.

Setting achievable goals might be worth looking at. Rewards and bonuses would be nice. This is a very delicate situation tbh.
I have a horrible feeling that there's going to be something like the bunkers which spawn in FW.
War dec corp.
Bunker spawns (somewhere)
Decced corp has to defend it.
Fail to defend for 7 days and War is lost.

There nothing you can do to enhance war dec system. Only thing that ccp could do is raise the cost.
But maybe if a empire dec a 0.0 alliance they should be made or force to fight them in 0.0 somehow. Or war dec would end.
Something tells me FW Should been started from the beginning of EVE and Concord should have be removed
