"The idea that it was perfectly possible to camp in highsec, exterminating target after target and being virtually guaranteed a steady stream of income did not sit well, at all, with a large number of players. Especially since the only real drawback was a loss in security status for the pilot. A loss that, with access to any decent patch of 0.0 space, could rather quickly be repaired, with an added bonus of millions of ISK and loot, too."
That, in a nut shell, is the crux of the issue.

Yeah, but now it's going to be virtually risk free for carebears. 
Ignore them. Invade Delve, bring your battle fleet.
