I've only recently started playing with things on the test server... I downloaded a patch, to upgrade my live install to test server. I created a second install of eve, and installed the test patch on it. Log onto test server, no worries, test, test, test. Come back in a weeks time when things have been changed, of course, my install is out of date. No problem right? Wrong... I get told that my client version, according to the server, doesn't exist, it's a later version than what is availiable, yet the patch # is lower than what the sisi server is currently running.
Apologies if the above is a little jumbled, but the basic gist of it is... I can never update the test server install, always being forced to download the TQ > SiSi patch to log on, what's the go? **** Where's the problem? Most times you can download a patch for SiSi only, but sometimes they have to rollback and then you have to download TQ -> SiSi patch and recopy the SiSi installation.

It's because there was a new mirror. If there's a new mirror on SISI, you can't just patch it, but you have to make a new copy of your original eve folder.
Best is to check this website for the status of the servers.
They provide the patches as well, but if the downloaded patch doesn't work and you see there are people online, you know you probably have to make a fresh copy of your eve folder.

New mirror has nothing to do with it. It's simply a case of whenever something has changed which cannot be patched up from a previous test version, you will need to do a full update from TQ.

Instead of downloading and installing, simply right-click drag the EvE folder somewhere and select "Copy Here". Then download the TQ->SiSi patch and patch the Copy of EvE Online folder.
