"Grants a 5% Bonus per skill level to the agility of ships requiring Advanced Spaceship Command."
Does this apply to Capital ships? They don't technically require the skill to fly, but it is a pre-req for the Capital Ships skill. Given how maneuverable Capital ships are (think molasses in January), I'm inclined to say no.
I do realize that this question is at least somewhat moot since the skill is required for Capital Ships and as such is not an optional train, but I'm curious and thought I would ask anyways.

Wrong.
It only directly affects Freighters and Jump Freighters.
Dread, Carriers, Moms and Titans do not require ASC to fly. If you Train it up, learn Capitals, got podded and lost some of your ASC skill, you'd still be able to fly those ships. You'd just be unable to train Capital further till you remet the requirements of Capital ship skill. As such they do not REQUIRE ASC, and do not benefit from it.
In the same way, using a 425 Rail II does not get a bonus from medium rail specialization. Even though Large rail Specialization requires medium to train, the guns themselves do not meet the definition of weapons *requiring* medium rail specialization.

You are talking about a really special situation. When someone is podded without a Clone up to date, he will likely loose SP from the Skill with the most SP in it and that will in most cases being BS 5.
That being said the skill affects all Capital ships since it will slightly increase their agility.

if that affects all caps, why dont small/med blaster spec not affect large blasters? (same goes for all other turrets :P) the the principle is the same, it's a prereq. -------- LOL I have no sig! |

It is a prereq of a skill that is needed to use the mod, but that skill itself is not needed. I'm at work, so I can't look at the skills listing for things like this to see how they are listed, but I'm pretty sure CCP has them in a category to show you that you do not get bonuses from this skill on this module.
I also do not think that carriers get the bonus from the ASC skill.
