I have to agree with the OP on this, the forums in the main have become a mess.
Personally, I'd prefer to see some of the forums unmoderated (such as CAOD) as they clearly perform an important role for some players, but forums such as General Discussion really do need much tighter moderation.

And who decides if there is a point at all or one that is "conceivable"? You?
Suffice to say this is a question of judgement on the part of the moderator. Apart from the problem that the moderator would need in depth knowledge about all topics discussed (which i believe pretty much no one can claim) it inevitably leads to bias. Moderators are humans and they are not free of biases. The more they need to engage in decisions based on content rather than violation of precise and unambiguous rules (as in do not pyramid quote or do not insult/abuse) the more people will feel treated unfairly. And some of them will actually be spot on with that - again inevitably.
Imo its a big can of worms. An ignore function would do a lot and let people moderate the way they see things. This is eve where people take matters into their own hands. Why should you be babysitted in the forums then?

These rules are draconian and too stringent. Honestly I think it's asking too much for people to be expected to follow them - heck knows the mods can't supervise everything.

These forums need a serious smack-down.
If CCP was interested in retaining newer players, they would send a fleet of mods in here to start banning the intellectually deficient trolls, whiners and "LooK! I'm posting on the internet" folks.

Nah you guys are being far too serious, let the rules stand as they are. They allow for seriousness, as well as the ocasional comedy thread, its a game guys and the silly posts remind us of that :)

If you like a post give it a thumbs up, if not a thumbs down. The more a person posts the more their posts will be rated and will land said person on a scale somewhere between "Vacuous troll" and "Speaker for the people".
Add to this a facility to filter threads by posts with people above a certain threshold and hey presto, you have a shiny clean forum while still allowing the rabble to carry on out of sight.

Disagree completely. One line/word responses are due to threads which don't deserve anything more, and due to the same whines etc being posted over and over again. Over time the responses are eroded down into the most efficient form possible. Your suggestion is to moderate the symptom rather than the problem.
You want to nerf Forum PvP? Add a sage option, so people who just want to point out that the OP is an idiot can do so without having to bump the thread, then at least these threads would disappear faster.
All that will happen if these suggestions are implemented is that people coming to the forums will find, rather than idiotic whines being shot down by witty comments, idiotic whines being discussed as if they actually make sense.
This doesn't even address the fact that rather than being imposed by some invasion by aliens or something, this form of posting is a product of the EVE-O Fora itself, and thus is simply how people choose to communicate their opinions. There is no effective difference between "While I respect that you may wish to engage in consequence free PvP anywhere within the game, I believe that removing CONCORD would be a negative move for the game for reasons outlined in the following 53 item bullet point list" and "Shut The **** Up", because everyone here knows what you would have said and knows that the OP is a troll anyway.
Obviously there are sections of the forum which need different kinds of moderation, the sections which are intended to be serious discussion of game mechanics and such should have rules vaguely like these applied, but sections like (for instance) GD which exist solely to group everything which doesn't belong anywhere else do not need it. -

It's not such a problem if it is rating people though. Make a person's rating their average rating, not their aggregate rating, and people would have to fakerate lots of posts to significantly alter the person's rating. And the prime targets for fakerating would be well-known posters, who would have many more posts than most, making this fakery even harder in their case.
Nonetheless, I would consider this to be unworkable in practice. Nice idea though. -

We had that on the players forum of server-x- of 'the game that will not be mentioned', and at first it worked...... to the point where a couple of friends decided 'it was cool' to bump each other to insane 'posi-votes' while randomly (or just to grief somebody) nega-voting people. It was removed after that.
tbh there will always be a part of the forum population who will try to mess things up. It's a good idea, but it will not work.

If an account receives 2 warnings in 6 months, or 3 in a 1 year period the forum ban should be extended to in-game. Any chars on that account have skill training frozen and receive a 2 week in-game ban.

Forums without trolls would be like EVE without Goons - technically a better place, but somewhat different in reality.
I think the OP is being a little over the top. Forums are a place for people to interact with each other outside of the game - because we can't all interact face to face now can we. People interact differently IRL so why should everyone conform to a set stricture just because they're on a forum?
Oh thats right, I forgot, he works for BoB.....
Besides, I actually find some of the one liners, trolls, etc very funny
