Does the test server have shorter training times for skills, or are we able to get our characters skills (maxed out)

Appears to be the same time as tranquility.
Although, your updated char profile is moved over from tranquility every now and then.

You learn at the same rate as TQ.
You have the same skills that you had on TQ when they did the last mirror: which currently would be Aug 7.

The Testserver is for testing new Server updates. Not for testing your Character.

Now I am not 100% sure but if you submit a lot of High Quality Bug reports CCP reward you with t3h UBER character till the next mirror

If ccp gave out all the skill you could want MOST and i meeen MOST 99.9% of people would grab moms and titans < yea i know you have to build them > and go around and pvp and no testing would ever be done

Occasionally, on the run-up to a new expansion with new equipment that the devs want testing, they'll buff characters with the specific skills needed for that gear. The last time I remember that happening was when heavy assault launchers and rigging were introduced for testing, and characters were given the appropriate skills gratis.
Other than that, the only way to get faster training on SiSi than TQ is to plug in +5 implants.

Well there was armageddon day last year where we all got max chars, but in turth it was a big cap battle that happened mostly in jita and perimeter. Was fun as hell though.
