Depends on what you want to do, but for starting pvp I'd say:
1. Starship Command 2. Electronics 3. Engineering 4. Energy Systems Operation 5. Gunnary 6. Evasive Maneuvring 7. Hull upgrades 8. Mechanic 9. Surgical Strike 10. Weapons Upgrades
To start with lvl 4 is enough to start with for your chose weapon type (eg projectile) and ship class (normally frig) they can be pushed to level 5 once you have more support skils.

No.
You need Weapon Upgrades 5 to even start l;earning Advanced Weapon Upgrades.
it's a prerequisite.
That makes 11 you'd recommend :)

Well he did say basic skills - I'm not sure a second-tier rank 6 skill qualifies.. And to be honest, I only have AWU 4, and I manage OK, so I wouldn't call it "essential", although it would be pretty nice. I'd take racial cruiser 5 over AWU 5 any day.
