I have about 3mill sp but they are mostly poorly placed because the first 4months of playing i had no ****ing clue what i was doing. i was thinking of starting a new character because they start out with roughly 800k and i could be flying a Domi in 2months running lvl4's would it be worth re-rolling or should i just continue with my current char?

As a beginning player there aren't really any skills you can train that aren't of some use later on. Unless you trained specific skills in science while you want to head into PVP I would just find out what direction you wanna go in and continue training in that direction. There are no 'wrong skills' just wasted training time, and you'll only waste more if you start over now.

I wouldn't throw away that 3 mil sp....especially if you have some learning skills already! If you really want to start over, I'd say try selling / trading the character, don't just throw that character away!
The only reason I can think of to start over would be if you totally tarnished your reputation and had too many enemies...even then, you should sell/trade your character instead!

Skills that you got trained high that are useful for nearly everything:
Drones V
Engineering V
Gunnery V
Rapid Firing IV
Sharpshooter IV
Learning V
Spatial Awareness IV
Missile Launcher Operation V
Missile Bombardment IV
Afterburner IV
Evasive Maneuvering IV
Navigation IV
Science IV
Spaceship Command IV
Overall you have way more than 800k worth of useful sp. In fact, you could put one more rank in caldari or minmatar cruiser and get that faction's battleship. Even if you're only interested in a dominix, all the skills listed above except for missile launcher operation and missile bombardment are useful for a dominix pilot. Just keep going for whatever you're interested in.

attributies: (base values)
4 mem (ouch)
6 int (ouch)
6 chr (decent)
9 will (above avg)
14 per (really high base)
less than 3mil sp, -820k starting package = 2.2mil or so SP.
where did the 2.2mil SP go? into cross training for another races ships it seems (minmatar/caldari/amarr) and abit of navigation/missiles/gunnery.
in short, you only trained skills you could make use of your 14 perception in, and you SPREAD your skills thiiiiin by cross training to other races ships to early (in my opinion).
What comes next? well you have to do your learning skills and then the other skills you neglected that are based on your 4~6 base values attributies.
and its gonna suck!
question:
Have you found out what races ships you want to fly? if so subtract that SP you have on your current character into other races ships and look at what your left with, if you think its worth it to make a new character then do so.
I think you MAINLY trained a few skills that used perception, and that you cross trained abit to early. I think your gonna hate skilling up skills with 4-6 values.
I suggest you decide on a race to stick with until you have say... 20mil sp in that 1 races skills atleast. Dont cross train until then. I suggest you make a new character, with more ballanced attributies.
caldari ships remake a new caldari/achura/monks 9/9/9/9/3
Amarr ships remake a new amarr/amarr/wealthy commoner 10/7/9/9/4
Minmatar ships remake a new minmatar/seb/rebels 9/8/8/8/6
Gallente ships remake a new gallente/jin-mei/Saan go castle 8/8/8/8/7
those have even starting attributies... which will help you down the line, I also suggest you start with your learning skills (your old character only has learning, no +mem/+int/+chr)
ultimatly its up to you though, but if you stick with your current guy work on those learning skills and get some implants to help (only see a +1 from a perception one).
