I'm having that same problem. It's happened when the new mirror came out on the 7th. I just waited and CCP fixed it

Log on to Multiplicity, speed patch is applied there.

It is undergoing internal testing becouse its a brand new pacth and they dont want to have to take it back down if it doesnt work so just give them time and they will open the connection up to the rest of us....... most likey after the 1.00 <servertime> server downtime for sov and such
