AFAIK, all shipyards have been removed. Chribbas was no exception.

CCP changed their minds, apparently, but they didn't "fix" anything. It was CCPs decision that, until now, these capital ships are allowed in high-sec.

If only HIS ship, the Veldnaught would be moved back, then yes, that would be bending the rules. Fortunately, he never asked about his ship alone. He (and others) are asking for ALL capital ships to be moved back to high-sec. One or all, no exceptions, no need to bend rules.

Why would he not get his dread back in high sec? Why would CCP not reward someone who has done so much for the community? Of course he deserves more than your average subscriber, he has done more for the game. I don't know how old you are but you seem to be confused on the definition of fair.
Fair does not mean everyone should be treated exactly the same. Chribba should get special treatment because guess what, he has earned it. That special treatment (having no affect on gameplay) is consistent with the merit of what he has done, therefore its fair.
If you think that you should get the same treatment as him, then go out and do as much as he has for eve. Then you can start expecting a little tounge in cheek treatment from the Dev's. When CCP itself makes a slide with your name on it, and has a little player profile of your character, then I think its safe to say you are not on the level of everyone else. A little of Eve's uniqueness died the day they threw Chribba's dread out of high sec. One of the reasons I came to this game in the first place was because the Dev's used the player interaction to advance the storyline. Sad to see CCP selling out to corporate BS with moves like this.

Hes not a ccp employee so anything he has done was unofficial and no contract was made between him and ccp that if he did X amount of projects or spent Y amoutn of his own money that he will get a say in ccp's work.
Have you read the forums during the nanowhine? Anyone can say here if something bothers them... and compared to some other whines Chribba was actually pretty nice, too.
It is also not only about Chribba or only about the high sec caps. It IS about the whole of Eve. Now there aren't any caps in high sec anymore, what happens next? No more Raven State Issue? No more Opux Luxury Yacht? Guardian Vexor? Silver Magnate? Kruul DNA because it doesn't serve any function? The high sec capitals were a special case, something close to unique. When you remove every special thing there is, do you still play in an eve universe? Or only in a dark game without distinctive differences?

Don't need a manual, nor a rule, nor a contract. Nobody "receives/deserves" an empire dread. They ALL deserve to KEEP THEIR dreads, since they followed the "may not be used in combat" rule.
What Chribba deserves, and gets, is people being upset over his Dread being moved. Why? Because it's also our dread, in the form of a landmark, a sightseeing item/spot, unlike all the others.

Nobody gets a vote, and ccp runs the ship. We do get a voice though, and there are so many of us who will use it to support Chribba. That's what he has deserved.
