For Dread you want Amarr Khanid due to the high perception, but for Carrier in the long run it doesn't matter due to the various secondary skills you need to be a good Carrier pilot.

Amarr khanid, cyberknight is going to give you a ton of perc, try to balance mem/int to get the rest of your skills up.

As the others said Amarr, khanid & cyberknight will allow you have a high perception but going to high on it will negatively effect your training on tanking and fitting skills so don't push it to high.
Most people suggest your attributes be relatively balanced, but with charisma being lower then the others since it effects fewer skills.
You might want to play around with EveHQ's character creation. It allows you to select your targeted skills and then it will run a search to see how long various character setups will take you to achieve your goals.
By the way, you do realize that even if you don't spend one minute training any unrelated skills it will still take you probably a year or more to fly and fight in a dread/carrier effectively?

Longer than that TG. I started capital training with all the basics already maxed out (cap/shield/armour/hull/nav etc) at 40M SP or so. Getting all dread and carrier skills for 1 race to 4 has taken a touch over 1 year. So starting from scratch means doing the learning stuff, then basics skills then the caps stuff on top.

im doing the same thing right now... about a month in and i chose Achura Because of the high perc/inte ratio as they are the most valuable skills for a cap pilot... Achura/monks
