Apart from the normal agents, offering kill and courier type missions, there are research agents that will research for you. To use one, you will need Science Lvl 5 and one of the other rank 1 skills at Lvl 5 too (eg electronics, engineering, mechanic), as well as another research skill that the agent him/herself has (eg Electronic Engineering, Graviton Physics). You will also need a good standing with his/her specific corp, in addition to any faction standing you may already have.
The reason for using one...Tech level 2 blueprints are (at least for the moment) distributed by these agents via a *lottery* system. Your agent will gather a certain amount of research points per day (RPs). Once or so per day, he/she will also ask you to perform a mission for them (haul garbage, obtain trade/radioactive goods, fetch a data sheet, kill NPC pirates) and if you do, you will get your daily allowance of RPs again. The mission is optional however, and most of them cost you isk to complete (get something for me from your own pocket, I don't care how or from where you get it). If you don't complete it, you do not lose anything, and the RPs will carry on gathering at the usual rate, but if you do, you effectively double your RPs for the day (your normal allowance + the same again for completing the mission).
The blueprints listed under a given field when you show info on these agents (on the Attributes tab), are the ones you would be in with a chance at obtaining if you chose that field to research. Your RPs are pooled along with everyone else researching the same field, and when the time comes for a blueprint to be distributed (drop), the winner is randomly selected from those with RPs in the field. The more you have, the (statistically) higher chance you have at being the lucky person to win it.
I can't think of any other useful information regarding research in the game, but there is more involved I'm sure. Your best bet for finding out any more information if you have other questions, is looking over any research, lottery or tech II related threads in the Missions forum. I hope that's helped anyway :)
