The EVE Online: Empyrean Age 1.1 patch will be deployed this Tuesday, 2nd September. During the deployment Tranquility will be down from 11.00 to 17.00 GMT. The downtime is unlikely to affect the forums.
Empyrean Age 1.1 consists of hundreds of fixes and changes to all aspects of the game and it also includes the previous optional patches as well as new content in the form of more rookie and Level 1-5 Empire Faction missions. This release also focuses heavily on bug fixes which cover everything from the User Interface, Science and Industry, Player Owned Structures, EVE Voice, Mail and Chat and much, much more.
It is advisable that all players set a long skill in training prior to the patch deployment.
Patch Notes are currently available and located at Empyrean Age 1.1 Patch Notes and all changes are also currently deployed on Singularity. Updates to the notes may be added should any further items be cleared through the Quality Assurance process. These updates will be highlighted with green text.

Guys and Girls,
Thank you all very much for the feedback.
There are several key items that will be added to the notes in the next few hours. Several items have been added and some others may be tweaked or clarified over the next few days. Please note that all changes will appear in Green Text and please feel free to ask questions if the need arises
Apologies that additions are being made at this late stage and you can all blame me for the mix up but no kicking, please

Originally by: Lady Valory The part about some astroid belts were "incorrectly seeded as ice belts and will be removed," can you elaborate on that?
1) are they in high sec 2) is this the long asked for move of ice to low sec 3) how many belts? 4) any other seeding of ice to replace these belts or are they gone?
The belts were showing on the UI as Ice Belts when they were, in fact, regular asteroid belts. Nothing has changed only the correct name is now applied and they will show correctly when you right click in space.
I will double check this info for you but if you see no change in this post then assume that I got it right first time

Does insurance still pay out on CONCORDOKKENED ships?
As detailed in Fear's blog, the insurance changes will come in a future release and are not part of EA 1.1 so you will continue to get insurance when killed by concord.

Originally by: Avel Kereka Nice to see so many fixes, but can you also fix the Harpy, Hawk, Deimos and Raptor graphics? It doesn't seem like a huge task but it's been like that forever. Some ships also need better gun placement, the Harbinger and Magnate come to mind (Amarr ships are symmetrical, their guns should be as well).
Please submit a Bug Report. If you can send in sceenshots detailing the relevant graphical bug then we can certainly act on that much faster

Originally by: Thenoran Edited by: Thenoran on 29/08/2008 14:58:50 The Blueprint copy time for Energy Neutralizers has been changed to be in line with the copy time of similar modules i.e Nosferatus.
Erm... It is supposed to be the other way around! NOS blueprints have two weeks of copy time (for a Heavy NOS) whereas a Neutralizer has a more realistic copy time... Surely its a typo...?
For those not into Industry, making a single copy of say...a Large Hybrid Railgun takes 6 hours. Making a single copy of a Large Nosferatu takes two weeks.
Not all modules are equal despite them all being in the same catagory and many are special cases such as nos/neuts/cloaks. I realise there are many of you who would want similar times for every module despite this and see it as inconsistent and unfair (to which there is a good argument for such)
All modules may well be reviewed in the future with regards to creating a better variation between module sizes themselves with regards to R&D job times including the nos/neuts such that the variation by size and module class is fairly similar and more transparent.

Guys and Girls,
Community, Content, QA and Software are working through a list of clarifications which we hope to update to both the Patch Notes list, the OP in this discussion thread and in the Player News Centre as soon as they are collectively available.
The aim of the clarifications is to provide all players with the most comprehensive information possible especially concerning CONCORD, security status, jump clones, database optimizations and more.
It is our aim to have all Patch Notes clarified and any additional information provided in the next 24 hours.
Many thanks for your patience in this matter

Originally by: Pottsey Edited by: Pottsey on 29/08/2008 17:10:35 Could we have a breakdown of who gets new missions? 100 sounds like a lot but that could mean most pilots only see 1 or 2 new missions which is next to nothing.
100 missions evenly split between 4 levels of FW agents and 5 levels of normal agents then possibly some missions only for some race's equals about 2 new missions per agent. If you run lvl 4 missions for a normal agents like a Gallante corp, just how many new missions will you see? What if you only run for a FW agent? What if you do lvl 3 missions?
Why make so many rookie missions? Surly its the higher level PvE content that needs a bunch of missions to keep everything fresh?
Here is a breakdown of the new missions compiled from my test notes, they are missions only for "normal" agents (no Factional Warfare missions):
Amarr: 3 x L2, 4 x L3, 2 x L4, 2 x L5 Caldari: 1 x L1, 5 x L2, 2 x L3, 2 x L4, 4 x L5 Gallente: 2 x L1, 9 x L2, 6 x L3, 2 x L4, 3 x L5 Minmatar: 1 x L1, 4 x L2, 2 x L3, 5 x L4, 4 x L5 Guristas: 1 x L1 Angel Cartel: 1 x L3, 2 x L4 The Blood Raiders: 1 x L1
In addition to this, 10 level 2 and level 4 courrier missions for pirate factions have been revamped, together with a couple of encounter missions for all factions. All versions of the "Worlds Collide" mission have been revamped as well.
Please keep in mind that this is an ongoing project and we are already testing more new missions for the next patch, thanks to Scott Holden and his creative team.
Regarding the rookie missions, they are all mission arcs - this means 4 to 6 missions in succession which form up pieces of a story - hopefully this will make the PvE experience more engaging and interesting for new players, although of course veterans are welcome to try them out as well if they are curious. ;)

Guys and Girls,
I promised earlier today that Community, Content, QA and Software were working on a list of clarifications, amendments and additions to the Patch Notes and this has been completed.
Along with all amendments and additions, highlighted in green text, of course, we have also added two new fields called Database Optimizations and Improvements and Static Export Data Dump.
We all appreciate your patience in waiting for clarification on some issues and we strongly urge you to familiarize yourselves with the additions and changes.
Please feel free to ask questions as necessary but also be aware that there are less staff available on a Sunday to answer questions so replies may be delayed until Monday.

This is probably a typo? You mean rounded up to -3.01?V.
There was a typo there, but not this typo
The current, correct entry is
Quote: An example of this would be a player in a 0.8 system with a -3.0 standing, in which the true standing is -3.0499999 will be rounded up to -3.05 meaning they move from safe to outlaw status and would be destroyed by Faction Police upon undocking from a station.
In other words, if your security status is -3.0499999 then it's currently being rounded to -3.0 for comparison to the threshold, which for a 0.8 system is -3.0. After the deployment of Empyrean Age 1.1 it will rounded to two decimal digits, the result will be -3.05 and you will be shot

Originally by: Daelin Blackleaf Taken together the stuff in green has a lot more impact (for me at least) than the stuff in white. This is great work on the part of the guys editing the notes but terrible work from the people who released them to start with.
If I may respectfully disagree, then I think that those that wrote the release notes did excellent work. But when reviewing more than 1.000 tasks, defects and other changes, categorising them and translating them from tech speak into entries suitable for the release notes, then there is always room for some errors.
Our excuse is that the EVE Software Group was at seminar this week on the Python programming language so unfortunately we didn't have an opportunity to review the notes before the they were released. But that's the reason I'm working this weekend with CCP Navigator correcting and adding to the notes (you may notice that the changes are all code related, other groups had already reviewed and corrected other parts). My apologies but please rest assured that the release notes will definitely be in tip-top shape before the deployment.
I hope that you will enjoy EVE Online: Empyrean Age 1.1 because we are proud to be delivering this update to you.

Originally by: Meissa Anunthiel Won't decreasing the number of Concord ships make it easier on the suicide gankers?
3 concord, 10 gankers. means only 3 can die at the same time, forcing the killing of suiciders to be done in series rather than in parallell like (I suppose) was the case before. If that's the case that leaves the non primaried gankers more time to do their job.
A group of CONCORD ships is still spawned for each aggressor. So in the example above a total of 30 ships would arrive, a group of 3 ships attacking each ganker.

Originally by: Reptzo It is also worthwhile noting that once you have been naughty enough to warrant a security status of below or equal to -5.0, you will be considered an outlaw and whenever you attack someone in a low security system you will become criminally flagged, as long as your target has a security status above -5.0.
What exactly changed here? Aren't you flashy red once you hit -5 anyways? What difference does this make?
Nothing changed here. This point is simply being emphasized in the context of the CONCORD changes being made.
It's also being mentioned because the overview pilot state filter currently called "Pilot has a security status below -5" is being renamed to "Pilot is an outlaw".
The corresponding tool tip text is being changed from "True if pilot has worse than -5.0 security status and can be attacked everywhere" to "True if pilot has worse than -5.0 security status or has aggressed against you and can be attacked everywhere".
But there are no functional changes, the text in the UI is simply being clarified.
(Please note that the above UI change is mentioned in the release notes as "Thieves appear as flashing red on the Overview even when "Show pilots with sec status -5" is turned off" but is currently being revised since it's inaccurate.)

Guys and girls,
We have updated the notes with some further clarifications and these shall be listed below, along with being updated in the OP.
I apologise that clarifications are being added so late, however, it is paramount that we keep you all informed and let you have the most up to date information whenever possible.
Please feel free to ask any questions and we shall respond as soon as we can
1,An additional point has been added to Multiple changes have been made in standing hits for players who aggress a neutral player in High Security space. In addition to a significantly reduced CONCORD response time, players will receive a standings hit based on the security rating of a system in which the attack takes place. The base value for aggression is now increased by a factor of 3. Base values are Aggression of 1.5%, Ship kill is 6% and a pod kill is 37.5%.Security penalties also depend on the difference between the security status of the aggressor and the victim.
2, "Drones are now affected by all forms of ECM jamming." This note has been removed. QA are clarifying the exact changes regarding this defect and we will supply information as soon as we have it.
3, ôSeveral fixes have been applied to the multi-select issue with drone windows which will affect all commands on selected multiple drones.ö. This single note replaces two other notes that were attempting to explain the multi select issues.
4, ôôSeveral Amarr stations have had sentry guns moved slightly in order to allow for a smoother undocking procedure.ö and ôGoudiyah has had its amount of sentry guns reduced from four to two.ö have booth been removed as they duplicate other Patch Notes which cover the same issues.
5, Amended a note to read ôThe Militia office icon is only displayed on the NeoCom if the user is signed up for Factional Warfare. If a player is not signed up for Factional Warfare, but is docked in a Factional Warfare station belonging to one of the four Militias, then the Militia office icon is displayed in the station services panel.ö
6, ôEVE API: CharacterID.xml.aspx will not accept characters with periods or dots in their name.ö has been added to Changes -> Miscellaneous.
7, ôAiding someone who is being attacked by the Faction Military now triggers a second spawn to aggress the person who is assisting with remote repairing.ö û will be moved to ôCriticalö
8, Changed a note to read ôUsing non-English characters in a Windows user name will no longer cause the Map browser to appear as white and blank.ö
9, ôBlank windows will no longer appear in the market search if the prefs.ini is amended from "decimal=." to "decimal=," will be added to Changes -> Markets & Contracts.
10, ôThe EVE Message "CompiledCodeUpgradeAvailable" will now display correctly as a question when a client hotfix is advertised.ö û Will be added to Fixes -> Miscellaneous.
11, ôA change has been made to fitting ships in space that means the agility attribute is applied immediately when adding modules or rigs that affect a ships agility.ö Will be added to Changes -> Ships.
12, ôSuperfluous tables and stored procedures have been removed as they were unnecessaryö will be replaced with ôSuperfluous stored procedures have been removed as they were unnecessary.ö This is due to the fact that no tables have been removed.
13, ôThieves appear as flashing red on the Overview even when "Show pilots with sec status -5" is turned off.ö has been rewritten and will now appear as: "The overview filter ôPilot has a security status below -5ö has been renamed to Pilot is an Outlaw to clarify the option. If this setting is filtered (unticked); then people who either have a sec status below -5 OR are criminally flagged to you will be filtered.ö

Corporations who are not involved with Factional Warfare will no longer show up as having active wars against any Militia.

No.
The issue was that if players involved in factional warfare looked up other corporations' wars from the "other wars" tab in the corporation window, then those other corporations would show up as being involved in factional warfare, even if they were not. This was a display issue only.
