How about implants with like 1000 in the specific skill? You could make it a meta item so that it didn't show up in the normal game market, or any other market for that matter. Would mean you could insta-train every skill. Any thoughts?

Instatraining is not present on Chaos because they don't want people testing things with unrealistic straight 5's in every single skill.
What I'd rather see is that skill requirements for equipment were waived on Chaos, so you could use whatever you wanted, even if you didn't have the skills for it.

Testing on Chaos is for the purpose of working out bugs, and possible patch issues.
Suddenly having access to items you otherwise would not have access too, would possibly lead to comments and observations that would be based in lack of experience with a module rather then a true bug, or glitch.
Also consider this:
If the game population (all players in EVE) has 1% of players with say Level V Cloaking, and Level V Sensor Upgrades - and both two skills are required for an ubber module of say "Cloaked attack module I." Would it be a wise investment of DEV time de-bugging that module when perhaps there are modules much more frequently utilized and in need of attention?
In a perfect world, it would be great for all items to work on first attempt, and all OLD modules to be perfectly debugged so Dev time was only spent on new stuff. But ... Murphy's law strikes...
Don't get me wrong all level V skills would be cool too, but I can certainly see why they are not available - readily or with shortened train time.

I'm not saying give 100% stats in everything - yes, it's unrealistic. But say I want to debug some stuff with interceptors, I want to see how they fly, if they're worth the month and a half I'm gonna have to spend training it.
