ccp should introduce a tier-2 freighter with a ship maint bay of about 5 mil m3 instead of a cargo bay |

There is one way to move rigged ships up to cruiser size using courier contracts if you have a freighter. Max courier contract is 120k I believe.
Trade ship(s) with a friend / alt. They make a courier contract to you with the ship(s) and destination. Accept the contract and transport the ship(s) in freighter to destination. Complete contract. Friend / alt trades Ship back to you at destination. |

Wait - I have an idea!
Let's make a capital ship class that can transport rigged ships. Let them have remote repair bonusses and for defence we could give them - hmmmmm - yes, a huge drone bay and some extraordinary big drones would be nice.

There are quite a handful caps in highsec. They were allowed to stay, because they are no problem. They can leave, but can't return. And as it is they can can-flip, take part in empire corp wars (if they enemy chooses the system the cap is in) and mine.

To the OP, I don't think there is a need for it as Carriers can move rigged ships around low sec over lots of jumps and you can hop them into hi-sec when it's quiet. While it would be certainatley more convenient, I wouldn't be in any rush for it. Perhaps if any ship at all was given the ability, it would be the T2 freighters. Failing that, you can individually fly the ships yourself, a pain but no real damage other than time.

Well you obviously have no intention of flying the ship out of highsec (the rigged ship).
Fly it yourself. Problem fixed.

The Orca, a new ship in development, may have the capability to move rigged ships. It's supposed to be a mini-Rorqual and may have a maint bay.
Probably will only be able to move barges, exhumers, and industrials though.
