I was looking into training Amarr ships, and I noticed the bonuses for the Harbinger are general. Thus, it does not matter what size laser because I will get the bonus. Am I right in thinking this ship is a good all around for missions up to lev 3?

I guess so, Thanks to its dronebay, and the bonuses for all lasers, I would think yes Other then that its a slow poke ship. I would think atleast that lvl 1 missions would be finished allot faster if made with a frig .

I believe that may in fact just be a vaguely-worded description. I don't think the Harbi's bonuses apply to small energy turrets, and EFT agrees with me, though I'm not able to check in game right now. And you won't be able to get large turrets on a Harbinger (well, not more than one anyway) so they're out of the picture.
As for running lower-level missions - you might be able to do reasonably well in a Harbinger, but the problem is always going to be its size and low agility, which will just get annoying after a while. I'd say that a Coercer is almost certainly better for level 1 missions, and possibly for level 2s as well, though here you could probably do quite well with a Quad Light Beam harbinger (should be a good mix of damage, tracking and range for the many frigates you'll see in level 2s) - and since your tank will be very easy to sustain, you can afford to use a few slots for tracking enhancers/tracking computers/heatsinks to further improve tracking, damage and range.
And the Harbinger is the only sensible choice (in the T1 lineup anyway) for running level 3 missions.
Also be aware that Worlds Collide level 1 will not let a Harbinger enter.

Harbi is easy - warp in, grab aggro, deploy light drones, warp out. ----

It doesn't get the bonus apparently - I logged on and threw a small laser on my harby to see what happens.
The laser had 2.5365 activation cost before fitting it, 2.0292 after - I have controlled bursts IV, so that explains the drop (it's exactly 20%, BC skill at IV as well, so it would have dropped much further if it affected it).
For lvl 3's it's enough for me, haven't had a problem so far. About lower missions... you wont get the bonus for small lasers while flying a harbi, but then again you get 7 turrets. I wouldn't run lvl 1s or 2s in a harbi, but your call (some gates need you to have a small ship).
