But only after they implemented Pos's and larger sized hauling ships. Before then it was about living out of secure cans and creating several bookmarks around the gates to effectively warp to zero.
You're right of course, it just took them a while to implement it, and even then it wasn't until player built outposts were introduced that player run regions finally came in to the fore.

0.0 is just that "type" of pvp Each of the 3 security zones has its own types of pvp, which is good.

An excuse for what, exactly? Eve's a pvp game. Are there rules and consequences etc? Surely. Are those rules constantly being tweaked and balanced and worked on? You bet. The BoB dude summed it up better than me: there are different types of pvp dictated by the differing security rules of high sec, low sec and 0.0.
But it's all about the pvp. *edit* more specifically it's all about CONFLICT. And that's what makes Eve awesome.

I would suspect there's a lot of "PvP" players too scared to go to 0.0. They'd rather wack noobs or mission runners in Empire.

Goes back to the thesis concerning types of pvp. Empire building, by necessity, requires large fleets and the inherent lag associated with those fleets.
That's not everybody's idea of a good time.
Of course, I tend to find just about every representative style of pvp in 0.0...but if you're in 0.0 you WILL get blobbed or hot-dropped regularly while looking for small scale combat. Empire wars present their own unique challenges...and are certainly not immune from blobbing either.
Seriously, though: isk is a means to an end for a lot of folks. That "end" is pvp. Folks who mine, mission, build...even if they never pvp, they can bet the continuation of their profitable businesses is because of pvp. The Eve market works because of pvp. Many make the very good case that the market itself is a form of pvp. CCP spends endless amounts of time making pvp in Eve workable and "balanced." The changing nature of various conflicts in Eve is what keeps people hooked. All roads point to pvp.
As for where that pvp takes place...just analyzing my own alliance's history, we were born in high sec pvp against ushra'khan (endless skirmishes from Amarr to Rens) moved on to lowsec pvp where we fought a ton of pirate organizations in our efforts to get a foothold in 0.0, re-established our conflict with Ushra'Khan as our 0.0 holdings grew...and now we deal with regular 0.0 raiders as well as the semi-annual invasions by various 0.0 powers.
PvP is meant to be everywhere. It is meant to be non-consensual. Non-consensual pvp is a defining aspect of the game. There are many steps that can be taken, though, to ensure pvp is avoided if that's not what you're lookin' for. Non-consensual is a two-way street like that: some people get pvp'd when they don't want it...and some people don't get pvp when they want it.
Enjoy the suspense, right? Enjoy the challenge and having to out-think your opponents...even if you're only out-thinking 'em to avoid giving them the kill they want.

I'm glad I didn't say that. Some level of danger in all areas of Eve is what makes the game fun.
However people trying to turn Empire into a pirate hunting preserve is a problem.
