I'm wondering if the patch changed something I wasn't aware of.
The backstory is we were jetcan mining, a guy came and flipped us then put out his own can of the ore. He left the belt and one of our guys picked the stuff out of his can and warped to station just as the guy returned to the belt. He warped after him to the station, as did I. Myself and the can flipper sat outside station for a while, I had him still flashing red in my overview. After a few minutes he warpscrammed me for a few seconds. As soon as this happened I thought concord were already on their way to own him, but nothing happened.
After a while (maybe 20 seconds) he must have logged. Am I mad or should he have been swiftly concorded?

Read the patch notes... concord is like 20sec in .5... they upped the suicide ganking idea i guess

If they did it wasn't in the last patch there, just went through the concord and security notes and didn't mention removing it as an exploit.
I guess the next answer will be "Ask a gm", I suppose so...

IIRC he will get CONCORDead when he logs in again.

Chances are he got popped by Concord while he was logged off, what with not vanishing from space until aggro timer wears off.

TESTED: concord is under 9 seconds in a 0.7 system.
So i doubt its more in a 0.5

If he was just floating in space and disappeared it means he actually logged before that, it just took a few seconds to disappear. He probably accidentally hit his jammer, realized he was about to be concorded, and logged. When he logs back in he will still have a global criminal flag, but if he reappears within dock range he may be able to dock and wait it out. ----------------------------------------------------

We were right beside the station when it happened. He just disappeared, no warping. I checked local to ask him how he avoided concord but he wasn't in it.
I logged a petition and got a "We'll look into it" reply, also stating the petition is closed. I find that a bit unsatisfying! Would prefer it to keep it active and close it when they come to a decision and also tell me the results. Oh well. If nothing happens more people will be doing the same trick.

u sure he did not drop a can and name it as ur your ship and scram it to get u to agro? check ur log histroy in ur eve folder to be sure

While I too wish for something along these lines, they(GM's) never share the results of an exploit petition with the petitioner. Something along the lines of privacy issues. --

Actually that is an old trick that has been around for a long time now. I did think it was ruled an exploit, but that may just be my imagination.

lol nah its just very old, people still try it now and then, and yeah im quite sure they made it an exploit back in the day, which is prob why you have not heard of it!

Indeed yea, it was someone else in the corp who took back from him. I didn't realise that can naming and warp scramming thing was an exploit as well, there goes something I only just learned out the window! Considering I asked them about him avoiding concord I wonder now whether they'll themselves pick up on the can thing. Maybe I'm expecting too much...
Also to that link, I demand a warp missile with warp core stabs! Dammit, I'm the customer!!

This happened to me once as well. I fly the indy when my corp mines and I noticed someone warp into belt and and then warp away. Sent a call out to look for him as a possible flipper and as I predicted he warped back in right on top of us. So I told my buddy to go an fit a web and scram and be ready to get him. Well he popped his own can but as to the fact I'm in an Inty MK V and our other hauler has the same not much was ever left in the can besides our Civ shield booster mark. So he never poped our can or got any ore out of it as it was never left there for more than a sec or 2, then I see the message "so and so has started trying to warp scramble Ohishi". So my buddy says in local enjoy concord. Yet they never came. There was no ore stolen, he never went flashy to us and after he warp scrammed my indy concord never came. He also made a comment about how scramming people isn't aggression. Yet when I tested it on my alt I was instantly concorded. If this truly is an exploit I'd gladly direct CCP to the approximate time this happened as he did eventually get killed by us.

The guy was defenatly warp scrampling a can... seeing the scramble beem directed to you, only means he had put his can in the same direction as you, or very close to you. Now, if i know things correctly, naming a can "you" has been classified as an exploit because the other guys, already sees you blinking red, you have (propably) both locked eatch other, and when he sees the message "xxxxx has started warp scrambling "you"", may get confused and fire first. Now i don't know if naming a can after the other guys name is an exploit. I would like to know that too.

That's the thing though, his can was no longer present because he popped it. Unless he had a secure in belt that he could of renamed, I doubt it though considering the age of the character that was doing this. Also I wasn't paying attention to him really because I had a myrm and drake in the belt with me to get him if he did take ore. So no idea if the scramble beam actually came towards me.

lol actually, its something alot of people do:
how to do it:
spit out a can and set name as "you"
lock onto your can , lock onto someoene you want to aggro you , then warp scramble your own can, which wont get you concorded
then as your locked onto the person, that universal message that pops up "xxx has begun trying to warp scramble 'you'" then the person is going to think your attacking them and shoot back at you getting himself concorded
