Can an Ishtar run level 4 missions as well as a domi?
It obviously has not got the buffer armor but can it hold its own when you take into accounts factors like speed & smaller signature radius.
My proposed setup is to fit it like a domi allbeit on a smaller scale with the obvious slot & power limitations.
I will have HAC 4 by saturday so I will be able to carry a wide mix of drones & have near max drone damage skills.

Lvl 4s? Piece of cake.
You can easily get 700-1000 permatank (if you fit for the mission) + your sig radius cruiser size, not BS, that easily beats non-pimped Ravens.
With Ogre t2s and adv drone interfacing 4 you've got over 400 dps, that's not bad, altough it'll be slower than a well trained Raven, especialy since those ogres have to travel (I fitted a drone navigation computer). And since you don't use your high slots for anything (or you can fit guns if you like) you can fit salvagers+tractor beams. And you can even go AFK thanks to your drones :)

Thanks for your help with this answer. I'm new to HACS but have Ogre 2's & drone interfacing 5 so my damage should be good. I will give it a try tonight.

Yup, most things are easy. I'm still a bit wary about missions with all kinds of damage, but for your normal pirate faction encounters there are no problems to get a good tank going.
"Ishtar Safe Mode" is to make sure to get rid of anything that might web you first, and then orbit something at 60-70km with the AB running.
If you go for a more aggressive approach (I've started using blasters on mine to help the drones out a bit), start with cleaning up frigs and cruisers to avoid having too many pile up on you. You'll often notice there's no problem tanking a dozen battleships as long as you are on the move and have the right resists. Especially noticeable with missiles since you'll see cruise and torps hitting for about the same damage as heavies.

Long range targeting 5, 75km targeting range.
Tech II sentries, sentry damage augmentor, omnidirectional, drone interfacing 5.
Drop your sentries, orbit one of them, get aggro, snipe to your hearts content. If you bring damage specific sentries you'll chew through NPC's in no time. You train for 1 T2 sentry, you get them all ;)
Get too close, scoop the sentries, drop a can, orbit that instead, release your Ogre II's or Hammerhead II. Most people will read this thinking it's part of my post, when its actually my sig :P

It runs them beautifully against Serpentis, but doesn't do so well against Angels, in my experience. This is my anti-Serpentis setup:
