Skill training times are massive, lets be honest with ourselves. Caldari carrier is a 16x skill for example, caldari titan is like WOAH. So this is what i propose.
The cybernetics skill gains some value, every level it is trained to lets you stack that many implants in 1 slot. So at level 5 you can have 5 implants.
This way your brain could get very veiny, and full of isk if you decide to stack like 5 plus 5 implants per slot, and you could invest in less time at the expense of more isk.

well i think that +25 would be nice, but ccp would of course have to change the mechanics a touch. For example, remove the limited implant groups

Sounds cool to me, as long as you have to train Cybernetics to 25 first. Should only take a few years.

Lots of people do. I would stick a few on my newest mule.
And then I would stick a few crystals in my own head and watch as I can shield boost half my shields in one go. I would be a PvP god. Until the guy that stacks the snakes comes along in his Vagabond (even post nerf) and he becomes the PvP god.

Goal: Shorter training times Solution: CCP should allow implants to be stacked! Simplest Solution: CCP adjusts training times to be shorter instead.
Why would they go out of their way to let you uberstack implants so that training times are shorter, when they could just change the training times themselves? The length of time required to train isn't arbitrary, [At least, I hope it isn't.] but based off what CCP feels is required to reach those levels of skills.

just remove advanced learning skills and introduce +10 implants. However replace all +5 implants with +10s and have these +10 implants be just as expensive as +5 bused to be.
TADA, you just cut down 5 months of pointless grinding without making anyone mad.
Or keep the advanced learning skills and make them increase the effectiveness of learning implants.

Implant is introduced into the game as implant slot 8, after patch is changed to implant slot 6.
Both the Changed implant, and your old slot 6 implant are now double stacked for 11 total.
Not too far fetched, and plenty of people have them

We really don't need to make the perceived gap between old players and new ones any larger. It's already one of the things that really puts people off EVE.

The thing is that it would benefit older, richer players more than it would new players, who need faster training the most. Most people I know that tried the game and quit said that they quit because things they wanted to do in the game (nothing outrageous like flying a titan) took months of training.

what would stop younger players plugging in multiple cheap lvl 1 and 2 implants?
Ofcourse im just argueing for arguements sake now, it is a silly idea, and i agree with the dude that mentioned age gap, and it being discouraging to new players.
