Idea:
then you should pay for concords services, in the form of taxes, more tax per security level of the system.
less high cash rewards the higher sec of the system
theres a price to be payed for being a pacifistic sheep.

I think it's an excellent idea. As long as they use the money to pay bounties equal to 10m X amount sec status is negative for killing pirates.
Otherwise, what would they use it for? Moar Donuts?

I honestly think that it would be a great idea. Or do something similar to this.
Corporations are given the choice to pay a tax towards the systems government (Or what ever you would like to call it) If said system has a certain amount of taxes taken in, then the more pronounced the security force becomes. If the system is not receiving any tax money from corporations, then the system's police force may dwindle to one vessel or none at all. As well as the amount of taxes affecting response times. (Low amount of tax dollars basically creates a Concord officer who really doesn't care for his job. Or something along those lines) This way, care bears would get the chance to keep their glorious systems secured while taking a hit to their wallet or allowing others to take advantage of sectors that aren't as secured.

Ok, I'll be serious about this (again). It's a massive, and I do mean MASSIVE, isk sink.
You have to remember that every time an NPC gets money, it leaves the game, so I was only half-kidding about the bounties. You'd have to offset it with more isk coming into the game somewhere, or the overall effect would be rising prices for stuff (inflation).
So, who in the game is going to be the beneficiary of this new source of isk? If you want to put the incentive where I think you're trying to put it, the logical place would be to provide some monetary reward for FW participation. That would give the folks you're taxing in high-sec some incentive to go to low-sec and get it back.

OK, no arguement from me as long as:
Anyone flying in Highsec gets full immunity from Concord action for initiating combat with someone with a bounty irrespective of either players current sec rating and bounty is paid for the ship kill since you still can't pod in highsec.
If you pay the fee to Concord, you should have IMMEDIATE response regardless of the sec of the system. This could be on a sliding scale 10million/month= Immediate response and slower responses depending on the lesser levy paid. If the response time is paid for 2 minutes, it doesn't matter even if it's a 1.0 system, it's still 2 minutes. No payment at all and you're on your own and Concord won't help you at all.
Isk sink plus it gives pirates something to gamble on, have they paid for immediate response or not? Have they paid anything at all?
Next time a noob ship plinks your shield, you had better hope you've paid the Concord fee -- There's a simple difference between kinky and perverted. Kinky is using a feather to get her in the mood. Perverted is using the whole chicken. |

That would be a fine RP reason. I'd be happy to see empire station docking fees that went up and down based on system population. Empire is bloated and laggy.
Also - "theres a price to be payed for being a pacifistic sheep" should be "there should be a price to be payed for being a pacifistic sheep"...since currently there really isn't any price.

What a superb idea you have there! Pay a tax for our police force, which will protect or avenge us. Of course, if the tax is high enough, it could force law abiding citizens into forsaking a police force.
You know it is ironic. It is not the law abiding citizens which drive up the cost of police departments, it is the criminal.

I can see by your post, that you genuinely concerned over the rising cost of maintaining a police force. Once again, technology is the solution.
It seems everyone in EVE land is driving around with a security rating on their head. Since it is the criminal, (what are they called in this game, oh yes, the pie rats) which drive up the cost of law enforcement, let them pay.
To put it terms that EVE programmers understand, the cost of entering a system is inversely proportional to the drivers security rating. Who says crime does not pay:-)

Pirate complain so much about carebear in their safe haven and that carebears earn to much isk.
Well, lets just give into pirates and their desires.
No system is above 0.4. Concord is abolished.
The result would be: Pirates in every low sec system but still no targets to shoot.
So, pirates, do you want a pirate heaven with no targets?
Low sec already have a lot of incentives. 3x LP and rewards for missions, better ore and POS's. Only problem is, you lose more out there than you gain, if you are a casual player. If you are a hardcore, dedicated player, you are in a 0.0 alliance, which pirates for some reason won't touch. Why don't you go out to BOB space and pirate BOB members? Or any other alliance?

Even speaking as a care bare, this makes a great deal of sense.
At the moment, there is little incentive for going into low sec for industrial purposes, and high-sec POSes are useless outside research.
If manufacturing, docking, etc etc were heavily taxed in high sec but not at POSes or low sec that would go a long way to spreading people out more.
