It is NOT calculated on the market price of either the minerals or the market price of the ship. It is calculated on the BASE price of the minerals/materials. It's the fact that the base T2 materials are more expensive on the market than their base prices, that makes the ship market price higher than the insurance cost. It actually will cost even a BPO owner more to make the ship from materials than the insurance cost.

I think the T2 Insurance is a bit low, but I also think that it serves to make people think about the risks -vs- the rewards of flying them. The risks.. loosing large amounts of assets/isk in one fell painful swoop with little insurance return to compensate. The rewards, a ship that is "normally" better than their T1 counterparts.
You have to decide if your willing to see X amount of isk become salvage, or or only x amount of isk become salvage. If your willing to risk the greater, then you have to be prepared to take the loss in doing so.
While personally I would like to see the Insurance payouts for T2 ships go up a bit... I don't think they should be even a 50% comp for loss.

Insurance should be removed for ALL ships!
The current insurance system comes from a time where ISK earning was MUCH more difficult. Today ISK is so easy to come by that the insurance system has outlived itself.
Apart from it being a huge ISK faucet, it also acts as an artificial 'floor' under the mineral market which is not healthy either.

T2 Frigs and other T2 ships are supposed to be 'Elite' ships and for pilots that can fly them effectively and can afford them. If you cannot, don't fly it. Signature graphics that may only contain your character name, corporation logo, corporation or personal slogan or other text that is directly related to your in-game persona, or content directly related to EVE Online. Insurance is a game mechanic not a realistic model of insurance.
Unless of course you want rates to skyrocket every time you lose a ship, huge premiums for going into lowsec/0.0, etc...

It's more like your car's insurance today being based on the price of steel in 1908.
On the other hand, it's also like your premium being based off the price of steel in 1908, and insurance companies paying out money as someone repeatedly buys cars and torches them. If it was anything like real life you would only get insurance if you stayed in highsec and not at war.

i rather support those who say away with all insurance but that would be a little harsh for new players.
so maybe as in RL there should be some system that makes your insurance fees rise as you lose more ships untill it simply doesn't pay off to insure any ship anymore. base insurance should be removed in any case, either you pay our you don't.
that might also help with high sec gankers, maybe.

Let the rich people fly t2 and the poor fly what they can afford.
Insurance is essentially a PVP subsidy of the "underclasses."
With certain t1 ships and cheap mods, you can almost pvp for free.
It's like welfare.
TBH I don't really have a problem with the current implementation, I think it's fine.
It gives the poor people welfare PvP, while the rich get to fly the really cool toys and pay out the wazoo for that privilege.
Nothin wrong with that. ---
