The shortest reason why the Inty's are so much faster is actually a combination of relatively simple things.
First of all, you have the difference in base speed. This speed is going to be multiplied by 1.25 (assuming navigation V), which means that narrow speed gap is going to grow. Throw an MWD (or AB if you like that sort of thing) and the speed gap grows even more.
Second, you have to look at the mass. The interceptors are simply lighter than their T1 counterparts. The % bonus applied by a MWD is actually more or less a lie - in reality it provides a boost relative to the power output compared to the mass of the ship in question. If you add X amount of horsepower to a Car A and a much ligher Car B, car B will certainly be faster.
Third, you have more slots on average in an interceptor than you do on a T1 frigate. As an example the Condor, the fast tackling Caldari frigate has a single low slot. This means interceptors can, on average fit more speed mods than their T1 counterparts.
Fourth, the interceptors are more agile. This means they can maintain a higher speed at a given turn radius than their counterparts. This leads to better sustained and realistic speed in combat scenarios where there will be frequent maneuvering. As a correlary, the interceptors also resume full speed after any given maneuver thanks to better acceleration.
And Finally, because interceptors are more costly (often dozens of times more expensive than the low tech hull they're based on) and have a better innate ability to move quickly because of the above, players are more likely to use better quality gear. Interceptors are often rigged for example (which can make the price of the interceptor skyrocket quickly), and in extreme cases even utalize faction speed mods and deadspace MWD's .

To sum up:
1. Higher base speed 2. Higher Cap regen (i.e. can perma-run MWD with cap to spare) 3. More low slots for more speed mods (all 'ceptors have at least 3, 'fast frigates' have at most 2, half only have 1) 4. People are more willing to pay a lot to pimp out an Interceptor than they are to pimp out, say, an Executioner.
