Though, in general the drake is "superior" (but lame) |

Why Drake is good: Drake is an uber, battleship level tank, and adds some DPS to the fight, and makes a pretty nice bait ship.
Why Ferox is good: The Ferox is much cheaper and lends itself to gank style of play. It can be used in both a sniper and close range configurations (seen a few wicked Blaster Feroxes around).
Why Drake is bad: Midslots in the most typical configuration are used up for the tank, so you are stuck trading tank for tackle.
Why Ferox is bad: Not really a tanking ship, this ship generally won't last in any protracted engagements. |

Drake is very much so better at many different things.
However, blasteroxes are often used because nobody in their right mind will primary a ferox over the number of different juicy targets. |

I just ran the numbers. A Level 5 skilled Ferox, with 6x Neutron IIs, 1 HAM II, 3x MFS, all faction high-damage ammo + 5x Hobgoblin IIs does 594 DPS. A HAM drake will out damage this on the kinetic damage type, whilst having 4 times your EHP, full tackle, 5x the optimal, and a MWD for mobility.
Blaster Feroxs are interesting and fun, but they won't be out a serious HAM Drake.

And the drake is not capable of sitting outside lowsec sentry range and hitting things, it's a decent budget sniper, drake is a decent budget everything else but it need expensive rigs to really shine pretty much negating the initial cost. -------------------------

It's actually quite difficult to do a direct comparison beween the two. Sure they are the same hull class and mount the same class of weapons but one is bonused to snipe with railguns and the other is bonused to sling shorter ranged missiles.
From my own experience, in 90% of the instances you'd want to use a BC the Drake is your better bet. It does better damage (in general) and tanks better (again, in general), while being a more universally flexible ship. There are times I'd take a ferrox over a Drake (like if I wanted to actually participate in a gatecamp in 0.0), or to use it as an light sniper.
