While it was a great idea to remove polluting industries like refineries and reactors from high sec, unfortunately, we find ourselves at the mercy of budding tyrants and crime lords in 0.0. However, these things need not be polluting. Surely our scientists can come up with industrial infrastructure that is compatible with sensible environmental safeguards. Unfortunately, you won't be able to work as fast as in lower security, with their complete disregard for safety and human life and the overhead of the recycling and pollution control systems, but it's a small sacrifice to protect the environment and to weaken the stranglehold of 0.0 on our precious resources.
For example:
Intensive Refining Array 4000 cpu, 750k grid
Green Intensive Refining Array 4800 cpu, 900k grid, half refining rate.

More seriously, I was a bit bothered that there's really two good uses for high sec POS, BP research, copy, and invention, and faster manufacture. So I'm wondering what would happen if some of the low sec structures were allowed in high sec in very nerfed form. Refineries appear particularly suited since there are systems in high sec with a lot of belts but no stations. Reactors are the other obvious choice. Something to add variety to high sec POS.

Refineries: are pointless to use even in low/null sec with the 75% max yield (on the intensive). They are only used for Ice. There wouldn't be much use for them in High-sec, as they are so slow, it would be faster to haul the ice the extra jump or two to a refinery.
Reactors: This might be feasable, though I'd imagine, much like moon-mining's ban, it is for 'public safety' reasons.

I don't see why a 'green' refinery would use more powergrid. Other than that, it might be usefull, but I have no idea what I'm talking about. Maybe this little green bag will help? Nah. *puf puf*
