I don't know where else to ask. We're not allowed to discuss forum moderation here, and are instead urged to email them. But none of my emails have been answered or even acknowledged over the past month or two. Is this because of the new community manager deciding they don't need responses? Or do they suddenly have a huge backlog?

Are you sending mails to mods@ccpgames.com? If I recall correctly, they have a new address now. I'm sure Navigator will arrive with the definite answer sooner or later.
Join New Eden Research today and never worry about queues again!

Yep, that's the email address I targeted. Am I the only one? I went on a correspondence spree early last year and found the mods very responsive, and that is why I am so surprised about the apparent lack of responsiveness from this new bunch.

I do apologise if your mails have not been responded to. Can you confirm that you have been mailing mods@ccpgames.com?
You can mail us directly by submitting a petition under "Other Issues" then "Forums"
Please feel free to submit a mail and I shall answer asap

I never get a reply to my mails directly. However, the issue i address in my mail is always promptly dealt with...
