To what end?
They should be able to tell pretty well from local if an enemy fleet is in system (if your planning to get the drop on them, we are talking decent numbers). Once that determination is made does it really matter if they know which moon your at? Your behind a POS shield after all... I'm not seeing the utility in this |

Local doesn't tell you to the location and ships in a fleet. It only tells you who is present in system. Thats it. An onboard scanner can bring up that data, the point here is to have more uncertainty in intelligence gathering, adding to the strategic depth of the game. As it is, its WAY too easy to know ship types and location due to the onboard scanner and more importantly local unfortunately tells precisely how many pilots are in system.
More to the point, hiding people behind a pos shield (barring visual range) means that I can for example put 20 guys in Velators in a system and the enemy will think, yikes! too many, only to fall into a trap when they say jump to another system with only like 5 or 6 people...unfortunately these guys are in HACs and Recons.

if things were how they should be, local would be more or less killed, thats all that cov ops really need
