I was wondering if I bought a drake that was contracted for sell and it had rigs on it already could i use the ship with those rigs still intact even though i have not developed the skills to put the rigs on myself? Basically, even though i have not skilled to put on rigs I want to buy a ship that already has the hardpoint rigs installed, can it be done and can the rigs themselves still work as they were purchased for?

I imagine one of two things will happen:
You won't be able to board the ship. You will but the rigs won't have any effect.

Actually what happens is that the rigs will work but will have the full penalty if applicable.

Actually what happens is that the rigs will work but will have the full penalty if applicable.
Training up the rig skills will only take a few hours and it's well worth it to reduce the penalties.

You only need to skills to fit them, not to fly/use them, as stated above you should train up the skills a bit sicne it lowers the penalty you get. More importantly; If you're a new player you really shouldn't bother with rigs, they can be quite expensive and really aren't a neccesity, they're additional.
Once you put them on you can't take them off so they stay with the ship till it gets destroyed or repackaged, then they're gone. Use wisely.

Isn't the various rig penalties based on the skill of the orginal person rigging the ship, not the person flying the ship? Thats what I always thought.

That would be too easy, wouldn't it
It's 'just' a module and thus treated as one, it's affected by the skills of the current pilot.

I believe you can remove individual rigs now, but they are still destroyed in the process, just like implants. |

Correct, individual rigs can be removed without destroying or repackaging the ship; the rig is of course destroyed in the process. |
