The EVE UI is and always has been notoriously cumbersome. The "if-in-doubt-right-click" doctrine is just an expression of helpless GUI Designers being overrun by yet another sub-menu.
Maybe this could be a helpful solution: Pie In The Sky
Actually not maybe, but most definitely. CCP already kinda started into this direction with the click-hold circular menu. But for some reason, they just implemented this intuitive idea with some rather unused commands and then stopped right there.
So I call for more PIE! Give the right-click some PIE. Please, with cherry on-top?

Make it an option that can be turned off, just to be safe.

I guess CCP designers know this very well, others might not. Presenting to you - Maya menus _

Go and search for "radial" in the Firefox Addons. I installed RadialContext and getting used to this way of working with the browser. Like it very much. Excellent example of what I¦d like to see happen with the right-click button.
It¦s much quicker to get where you want, than with the standard pull down menu.

Go all the way and try mouse gestures ... (e.g. Opera, which pioneered them in browsers).
Personally, I don't use them since I rarely use more than very basic browser functionality, so I hardly ever need the right click menus even.

Screw pie menus … they were annoying already in Maya. Gimme Quicksilver for ≡v≡ (with abracadabra and radial menus)!

Isn't that the same that already is on eve, middle-click mouse or something. I always turn it off though cause I like selected item window more.

This.
And seriously, this feature already exists! Try left clicking from time to time.
