While I support the idea, as I care about such things I like to approach it from a lore/rp side and ask in game terms, why would launching a can cost ISK?
The ships cans are part of the ships inventory, either endless by being manufactured in situ or just every ship carries loads (flatpack furniture anyone?), and currently you don't get charged every time you dock for ship sundries, otherwise we'd be paying docking fees for refueling and food+water for the crew.
However...
Automatic Concord tax for littering?
Kinda dubious as they pop after two hours, but at least makes it somewhat plausible.
Edit: Also, yes, I seem to remember for quite a while you could indeed put stuff in NPC loot cans (pre wrecks). |

lol i like it cause it would only hurt people with - isk. even the newest of newbs can afford .01 isk. would also have to charge them for accessing the containers people anchor in belts too. |

Awesome idea - just make it a 0.0 isk transaction like in station trades.
As an isk sink the idea would be terrible, but for rendering botters accounts effectively useless - which is what the OP was pointing at - it's great.
Also, don' forget introducing a board/eject ship 0.0 isk transfer whilst you're at it. morons- sting like a butterfly and-ápost like a bee. |

I think your answer for the lore part is right there. Whether it be by player or NPC, there is a manufacturing cost invovled. This gives jet-cans value in some fashion. We don't need to go as far as making changes to the game other than charging the 0.01isk for each one, but it does make sense to have some sort of charge to compensate for the fact that they are endlessly replenished.

How about taking this further... To jettison a can you require a low-slot module that takes can 'charges'. The size of the jettisoned can is dependent on the charge loaded into the module. The charges have certain mineral components so the larger the can the more (minerals) it costs. You can still jettison items from your cargo hold without this module, but the jetcan is only the size of the jettisoned item (i.e. 5m3 for a small module).
Then on top of this apply an isk charge |

Actually I stand corrected, you can use a wreck can. I just tested this. Kill a rat with loot in it. Salvage the rat (leave the loot inside) and it leaves a can. You can now use that can to store stuff in.
It is an absolute pain in the *** to do this as you would need to have a salvager with you and fly close enough to the wreck to use it, but it can be done. I don't always finish my commentary, but when I do |
