Salvager II could have approx 6.5% change to salvage maybe increased range, and increase cap and/or cpu requirements like 25cpu and 25 cap usage. It would maybe require Salvaging 4.
Small Tractor Beam II could require Science 5 and have approx 22-23 km range and 600m/s tractor velocity and maybe require 10pg and 25cpu.
Seems like a fair and logical improvement as there are no tech 2 varients for these items.

I think maybe the range increase to 25km but the speed remains the same for Small Tractor Beam II. For most people, it's all about the range anyway, making the increase for T2 too small makes them only marginally better than what we already have and not worth the extra cost.
Considering that salvaging at lvl4 and 3 salvage rigs on a ship still only gives a 55% chance, the T2 bonus should be more worthwhile than 6.5%, let's say 7.5% to make them meaningful. However, make it lvl5 salvaging to offset this bigger gain. This still only gives a 75% chance for salvage tops 90% if you have T2 rigs.
A new T1 based ship specifically aimed at salvaging will lose 10% due to one less rig but makes up for it with a 6% bonus after lvl1 skill for it is trained. Therefore a rigged ship with T2 salvagers and T1 rigs would give 89% and T2 rigs gives 99%. If necessary, make it 5% per level after lvl1 and give it the rest as a role bonus so maxed out skills for the ship with T2 salvagers and T2 rigs, you can actually get 100%. Make it a rank 10 skill so only the most dedicated salvagers will train it to lvl5.

Uhm, this never stopped people from using T2. Actually you can count on every little bit of improvement being utilized by many players.
Ok, anyway. I've made a suggestion about T2 salvagers some time ago, but since the search function is beyond terrible, ... ah wait, let's use EVE-search: there it is

Now that is a good idea, no matter who put it forward. I have always been curious as to why there were no tech II Mods for either Salvagers or Tractor Beams.
