Asteroid mining is basically fine. Leave it alone.
Moon mining sucks for several reasons.
The first one is that the Moon Mining system is static.
The solution is that each week, each Moon being mined has a chance to Decline in productivity. The owner gets an email saying 'Intensive Extraction of Platinum on XKG-41A moon 4.8 has resulted in exhaustion of some ore seams. This moon will now produce 97 units per hour".
If this stuffs up your reaction chain, well EvE is a harsh and cruel universe, and carebear tears abound.
On the other hand, every so often a new Moon minerals deposit spawns in a random moon. ORE should regularily announce firmware upgrades involving stackless gravitometric 3D preprocessing arrays meaning you can now find them.
Oddly, this should be related to the accumulated decline, meaning the amount of producible moon mins stays constant.
Oh, you have to resurvey your 2 zillion moons in your 11 conquered regions ? EvE is a harsh and cruel universe, and carebear tears abound.
Oh, so renowned useless region X now has Promethium ? To The Cap Fleet, Batman ! Pew ! Pew !
The second one is that Moon Minerals are *only* from Moon Mining.
So, anything that can appear in a Moon Mine should appear in Asteroids. Sure, Atmospheric Gas asteroids will be left to rot, and Neodynium Asteroids should be rare as hens teeth and usually smaller than 500 units, but thats why we have Survey Scanners, right ? And thats why we ninja mine in 0.0, right, because it's so worth it.
Finally, because I'm such a nice person, Moon Mins should occasionally drop in Hauler spawns in Lowsec, in quantities corresponding to their rarity (ie R64 should be maybe 500 units).

/signed on the idea of moons mnerals dissapearing and respawing,
I'd explain it as you have mined away one layer and exposed a new layer of minerals. I'd like to see it that moon minerals have a set amount then slowly wear down naturally and have a chance of randomly creating a new spawn. Should be able to mine it for at least 3-6 months before it wears out and last 1-2 years naturally before it would wear out.

Sounds interesting but if look at a moon it realy has what it has until it doesn't have anything in it anymore so I don't know about ramdomly chancing the materials inside a moon cause I just think it should have what it has but I would mix normal mining to moons also so that you could mine minerals there. I mean generaly moon pull meteorites to them and stuff like that so there should be more that just some atmospheric gases there - Azrael - |

Trust me on this "look at a moon it realy has what it has until it doesn't have anything in it anymore" isnt how it works in the mining industry. Mineral concentrations vary, and you're never actually sure about the strike length or the reservoir size until the stuff is out of the ground.
It's all estimates - and my end of it has good reasons for referring to a drill bit as a "rotary lie detector"

While moon mining is currently too static, the moons should have a fixed base value that makes them worth fighting for. A method to add more dynamism would be my idea for Moon Prospecting Posts that add depleting moon material deposits to the moons.
The static moon material deposits can be considered big enough that they can be mined indefinitely. Considering they can be found by a single quick scan of the moon and not through elaborate prospecting methods this being the case can be easily assumed.
