I think the whole UI should be more like how MS is doing windows 7 taskbar, allow people to have 2 bars on the screen, and you minimize your windows to these bars. For instance I have the normal left bar how it is, but I also have a bar on the right, which I would minimize fleet and broadcasts to. When the fleet and broadcasts windows are minimized to this bar, hovering over the icon on the bar would popup the fleet/broadcasts window right next to it, and it would be fully interactive. moving the mouse away would re-minimize it. also right clicking the icon on the bar would bring up a full list of options for any minimized window. God knows you only use the fleets and broadcast window for about 5 minutes in 24 hours, and they take up valuable space space.
I also think that the client should give you more information concerning your targets. What I think would be nice is a popup box when you hover over a target reticle showing the following things:
offense: Active Targets (who he is shooting) Jamming (who he is jamming) Warp scramble (who he is warp scrambling) Webbing (who he is webbing)
Defense: Lowest known Shield Resist Lowest known Armor Resist Jammed (is he jammed, and who is jamming him) Warp scrambled (is he, and by whom) Webbed (is he, and by whom)
there's a lot you could do, but those are examples. These would help people to make better decisions about what to do to who, since it's currently pretty much impossible to know what the hell is going on ever. Also, the lowest known armor resists would be shown when you shoot people with different ammos, this would help to ease the edge missile users get because they can use 1 of each ammo type and know what's the lowest, no one else can.
Maybe you could make this a module you fit, or have squad commanders relay this kind of information if they are on the field somehow.
also you could make the tactical overview show the stuff in the boxes as lines connecting ship to ship color coded (like how homeworld: cata and HW2 handeled it, was pretty nice) -----------------------------------

I'd like it if you had to do something to get this intel, like the module or squad commander thing, sounds quite nice.
